Description
Justification for Other than Full and Open Competition-PR0005860 PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole source, fixed price contract with Agilent Technologies, Inc., 2850 Centerville Road, Wilmington, DE, 19808-1610, for the purpose of procuring an Agilent Bravo Liquid Handling robotic instrument. The FBI Laboratory's TEDAC Biometrics Analysis Unit (BAU) has a requirement for an Agilent Bravo Liquid Handling Workstation for the automated preparation of short tandem repeat (STR) capillary electrophoresis plates. The Liquid Handler workstation is configured with a ninety six (96) barrel pipette head and a nine (9) plate location deck. When used with a laboratory automation system, this liquid handler can prepare plates in a high throughput process by dispensing fluid into all wells of a plate simultaneously or in a single column, single row or single well. The procurement of this instrument will allow the BAU to rapidly implement an automated DNA capillary electrophoresis process. The BAU receives a large number of samples for DNA analysis. Manual processing of this amount of samples is repetitive and time consuming. In order to facilitate a more efficient turnaround of DNA sample processing, the BAU is implementing an automated approach and the use of this instrument will allow expedited processing of casework samples. The Agilent Bravo Liquid Handling Workstation has been previously validated and implemented by the DNA Casework and Support Units. This robotic instrument will be used in accordance with the DCU's established protocols in compliance with the standards of the American Society of Crime Lab Directors/Laboratory Accreditation Board (ASCLD/LAB). The procurement of the Agilent Bravo Liquid Handling Workstation will also satisfy the BAU's requirement to serve as a COOP site for the DNA Casework Unit by maintaining consistent automated workflow operations. Based on market research, and Government end-users, it has been determined that Agilent Technologies, Inc. is the manufacturer and the sole source provider of the Agilent Bravo Liquid Handling Workstation. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 334516, Analytical Laboratory Instrument Manufacturing. The FBI intends to negotiate with only one source under the authority of FAR 6.302-1. Emailed responses will only be considered. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government. Vendors must be registered in SAM, effective July 29, 2012 to receive government contracts. The FBI uses a financial system that has a direct interface with SAM. Please ensure that your company's SAM information is updated and accurate. This includes TIN, EFT, DUNS, addresses and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
