Description
The solicitation and associated information as well as the plans and specifications will be available only from the Federal Business Opportunities (FedBizOpps) website on-line at https://www.fbo.gov/. Read this synopsis completely prior to reaching out to the primary point of contact. The 106th Rescue Wing intends to issue intends to issue an Invitation for Bid (IFB) to award a single firm fixed- price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary to perform and complete a repair as well as add to an existing aircraft hangar at Francis S. Gabreski Air National Guard Base, Westhampton Beach, New York. The project work includes, but is not limited to renovation of an existing aircraft hangar consisting of approximately 33,000 SF. The project includes but is not limited to an approximate 8000 SF addition to the westerly side of the existing facility, a new pre-fabricated building that will house maintenance shops, storage areas and locker rooms and complete repair/sustainment of the existing facility, which includes interior walls, ceilings, sound attenuation, and internal and external durable surfaces to include roof and exterior wall replacement. Repair facility paint, floor coverings, millwork, caulk, protective coatings, wall systems and access doors and structure. Install systems, additional steel frame support, metal insulated panels, interior walls, HVAC systems, communications wiring, restrooms, millwork, utilities, access pavements, fire protection/detection, fire suppression, site work, anti-terrorism force protection measures, erosion control, drainage structures and landscape. Site work includes but not limited to the provision of temporary housing, utility work inclusive of water, electrical, communications infrastructure, natural gas, sanitary sewer, and storm sewer connections to existing infrastructure. Also, there are two options to this solicitation which include to add fire rated windows in mezzanine office area as well as the installation of communication wiring and devices within the repair portion of the project. Magnitude of this project is between $5,000,000.00 and $10,000,000.00. Construction/contract completion time is 365 days after notice to proceed to include inspection and punch list. The North American Industry Classification System (NAICS) code for this work is 236220. The small business size standard is $36.5 million. This action is being procured on an UNRESTRICTED basis. The HUBZone preference IAW FAR 19.1307 applies. A Small Business Subcontracting Plan will be required if the offeror is a large business and must be submitted with the offer. The tentative date for issuing the solicitation is on-or about 25 July 2016. The tentative date for the pre-bid conference is on-or about 9 August 2016, 11:00AM EST at the 106th Rescue Wing, Westhampton Beach, New York. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-bid conference. All questions for the pre-bid conference must be submitted by 5 August 2016 via email to fred.rodriguez1.mil@mail.mil. The solicitation closing date is scheduled for on-or about 31 August 2016. FedBizOpps is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. Interested bidders/offerors must register with FedBizOpps before accessing the system. FedBizOpps registration requires the following information: 1) Central Contractor Registration (CCR) Marketing Partner Identification Number (MPIN), 2) DUNS Number and CAGE Code, 3) Telephone Number, 4) Email address. Registration instructions can be found on the FedBizOpps website at https://www.fbo.gov/downloads/FBO_Vendor_Guide.pdf. (Please note the registration for access to the secure site takes approximately 15 business days. PLAN ACCORDINGLY) Reference paragraph 4.7 of the Vendor Guide for instructions to obtain a MPIN to retrieve the specification and drawing documents. Contractors who do not already have a MPIN are advised that the normal processing is 7 to 15 business days to obtain a MPIN password that will give them access to the plans and specifications, which are located in the controlled access location on FBO. See video in vendor guide at 3.3 on advanced functions for other information.. Bidders/offerors who have registered with FedBizOpps must access the data for this solicitation with their MPIN. Bidders/Offerors cannot log into the FedBizOpps home page and search for data.
