Description
This is a notice of intent to award a sole-source contract and is not a request for competitive proposals. The Centers for Disease Control and Prevention (CDC), National Center for Injury Prevention and Control (NCIPC) hereby announces its intent to award a sole source contract to The Regents of the University of Michigan, 503 Thompson Street, Ann Arbor MI, 48109-1340 for the Archival of 2011 and 2012 National Intimate Partner Sexual Violence Survey Data. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1) in accordance with FAR 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this acquisition is 541690, Other Scientific and Technical Consulting Services. The period of performance for this procurement is one 18-month base period. The purpose of this procurement is for the University of Michigan to archive the 2011 and 2012 National Intimate Partner Sexual Violence Survey (NISVS) data. The University of Michigan National Archive of Criminal Justice Data (NACJD) is the only company approved by the National Institute of Justice (NIJ) to archive and preserve the first iteration of the NISVS data starting with the 2010 data collection year. The University of Michigan NACJD provides access to the world's largest archive of computer-readable social science data. The process for archiving data sets is extremely complex and requires a great deal of time because of the nature of the NISVS data structure, the high number of variables associated with the data, and the specific process required to develop the victim and perpetrator level datasets required to generate accurate estimates for specific behaviors. The University of Michigan NACJD is the only company intimately familiar with all components of the process required to archive the NISVS data. Utilizing the University of Michigan NACJD infrastructure allows for the adaptation and update of previously developed data management and curation plans and supporting materials. More over the use of existing NISVS materials will significantly decrease the time and effort required to develop the wide variety of data files, machine-readable / open data formats, and documentation needed to support independent use of new NISVS data. Lastly, staff intimately involved with the initial archival of the 2010 data will be available to provide oversight as efforts to archive the 2011 and 2012 data years are initiated by the University of Michigan NACJD staff member that would be dedicated to the curation of data contributed for NISVS moving forward. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps.com. We will issue only one solicitation to The Regents of the University of Michigan. However, all responsible sources who believe they can meet these requirements may submit their capabilities/qualifications to Tonya S. Justice, Contracting Officer, via email to TJustice@cdc.gov NO LATER THAN 2:00pm EST on June 26, 2016. Reference solicitation number 2016-Q-65449 in the subject line of the email. A determination by the Government not to compete this proposed action will be based on responses to this notice and is solely in the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
