The revised Pre-Solicitation synopsis is as follows: The Space and Naval Warfare Systems Command (SPAWAR HQ), in support of the Naval Sea Systems Command, Program Executive Office, Submarines, Maritime Surveillance Systems Program Office, PMS 485, intends to issue solicitation N00039-16-R-0030 for the award of a single cost-plus-fixed-fee (CPFF) contract for services to support the operation of the Integrated Undersea Surveillance System (IUSS) Logistics Support Facility (LSF). These services consist of program management, IUSS LSF operation and Navy life cycle logistics support, administrative services and enterprise software management, and Foreign Military Sales (FMS) support. The prospective contract will have a one year base period with four one-year options. This requirement has been set aside for competition among small businesses. The NAICS code for this procurement is 541614 (size standard $15.0M). The incumbent contractor is Serco, Inc. (N00039-12-C-0077). This announcement is issued solely for information and planning purposes and does not constitute a solicitation or obligation to issue a future solicitation. Responses in any form are not requested at the present time. This announcement does not commit the Government to contract for any supplies or services. Companies interested in this solicitation should monitor the Federal Business Opportunities (FedBizOpps) website at www.fbo.gov for the release of this solicitation. Note: The Government has assigned Distribution Statement D to the solicitation's (i.e. Request for Proposal (RFP)) Attachment 1, Performance Work Statement (PWS). As a result, when the RFP is released, the PWS will only be accessible through SPAWAR's Net- Centric Enterprise Solutions for Interoperability (NESI) Collaboration Site at https://nesi.spawar.navy.mil. Three vendors listed on that site have instructions on how to get a certificate. b. The user must verify the installation of the proper trusted DoD certificates.
