Description
Notice of Intent to Sole Source The Naval Medical Center San Diego (NMCSD) intends to award a sole source purchase order under the authority of FAR 13.106-1(b)(1)(i), due to only one source being available to meet the Government's needs, to Stryker Corporation 47900 Bayside PKWY Fremont, CA 94538-6515 The requirement is for Nitinol Flex cell open design retriever stent device to remove thrombus (clot) that has lodged in the brain during a Cerebrovascular accident (CVA-stroke) Coordinating wires and balloon occlusion catheters that are soft tip and pliable to help navigate through the clot. The following supplies are needed: 1. 90182 Trevo XP ProVue Retriever 4.0x20 Qty:2 2. 90183 Trevo XP ProVue Retriever 3.0x20 Qty:2 3. 90254 Flowgate Balloon Catheter Qty:4 4. 1301 Synchro 14 Neuro Wirex200cm Qty:6 Salient Characteristics must include: • Multiple fluoroscopic markers at the beginning and end of retrieval device with open flex cell design allowing for complete fluoroscopic visualization • Flex cell (figure 8 pattern) design with less metal to allow for blood flow through device • Open cell design on both ends of device • Softer distal segment at end of device (greater flexibility for maneuvering through blood vessels that are small or tortuous) • Shorter landing zone (which means-easier to navigate through tortuous anatomy) • Star design allows it to go through vessel at an angle instead of straight forward • Lower profile stent retriever device to allow for treatment in large vessel occlusion in the anterior circulation and M2 segment portions of brain vessels • Comes with guide catheter and retriever device in 1 kit • Synchro wire comes with 1)round Stainless-Steel Proximal Core Wire; 2)microfabricated Nitinol Distal Hypotube construction for torque ability from proximal end to distal tip for greater pushability during tortous anatomy; 3) Platinum-Tungsten Alloy Coil Tip-10cm of wire is completely fluoroscopic visability for better landmark Stryker is the only source that provides of the Pro-Vue Retriever that meets the requirements identified herein due to this product is the best fit to the patient due to the lower profile of vessel wall injury certain vessels, which this will allow for clot removal from the anterior circulatory patters and mid brain vessels. Delivery is required on the following date: July 20, 2016 This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed 7 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order. Capability statements are due by 10:00 AM Local Time, July 14, 2016.
