- The Harvesting Systems and Engineering Brach, located administratively within the National Oceanic and Atmospheric Administration’s (NOAA), National Marine Fisheries Service (NMFS) intends to procure trawl vessel charter services to complete the final phase of testing the Hopkins Cable Turtle Excluder Device (TED) which needs to be conducted aboard a commercial flynet vessel on traditional fishing grounds along the U.S. East Coast. Roanoke Fish Company Inc. has been identified as the only known source that can provide the needed trawl vessel services as specified below that will also meet the Government’s intended use. This procurement will provide a working TED design based on research and development. The services (see information below) is provided solely by Roanoke Fish Company Inc. and the only known qualified source of these services because the company was utilized to initiate data collection with a standard, 85 foot headrope length flynet and steel doors owned by Roanoke Fish Co., Inc. The exact same equipment must be used to complete data collection to avoid potential vessel and/or net bias associated with chartering a different vessel utilizing a different trawl. Trawl gear performance can vary widely between identical nets rigged on identical doors. This is particularly true for trawls targeting finfish. The same is true for vessels and captains with no two vessel/captain combinations performing the same. When conducting studies on fishing gear modifications, these operational differences may overpower or bias the gear modification catch differences researchers are trying to detect. If a different vessel is chartered utilizing a different net and door combination, researchers will not be able to pool data with data collected during the 2015 fishing season. Chartering a different vessel will prevent utilization of previously collected data and require additional charter days and duplication of effort to make up for these lost days, which will cause the U.S. Government to incur additional cost. The requirements for the items are as follows: Ø Trawl Vessel Charter Services o 14 Charter days with option for an additional 8 days o Stern Trawl Fishing Vessel, 70 Foot in length or larger § With Hydraulic Net Reel with Capacity for holding a single flynet with a 85 foot headrope length or larger. § Vessel engine power sufficient to tow an 85 Foot headrope length flynet spread by steel doors at a minimum 3.5 knots over the bottom § Vessel operating on traditional Atlantic croaker fishing ground in the Mid-Atlantic region from North Carolina to New Jersey. § Fathometer for determining bottom depth § Radar § GPS vessel positioning unit § Track Plotter § Current U.S. Coast Guard Safety Inspection certification. o Sufficient bunk space to accommodate two NMFS staff o An indoor area that can designated for camera equipment set up and break down <img src="file:///C:/Users/JAMESD~1.MOO/AppData/Local/Temp/msohtmlclip1/01/clip_image001.gif" alt="" width="620" height="2" /> The Government is not aware of any other vendors that can provide these trawl vessel services while also meeting all of the requirements listed above. The intended procurement is for the acquisition of trawl vessel charter services. The Government intends to acquire under the guidelines of FAR Part 13, Simplified Acquisitions Procedures and FAR Part 12 Commercial Items. The Government intends to solicit and negotiate with the only known source (Roanoke Fish Company Inc.) under the authority of FAR 13.106-1(b)(1)(i). A ll proposals received prior to the close of this notice will be considered by the Government. However, this is not a request for proposals and there is no solicitation available at this time. The Government reserves the right to solicit quotes based on the receipt of affirmative responses to this notice or issue a purchase order to Roanoke Fish Company Inc., whichever is determined to be more advantageous to the Government without further notice. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to be considered, firms must furnish detailed information concerning their capability to provide the needed trawl vessel charter services. Interested firms should submit its name, address, point of contact, telephone number, and a brief statement regarding its capability to provide the trawl vessel charter services that provide the same form, fit and function as the trawl vessel charter specified above. Any responses that provide for trawl vessel charter services other than that specified must be accompanied by descriptive literature and show it meets the same form, fit and function. Please include the name, telephone number, and point of contact for businesses or other Government agencies to which your company has previously provided the proposed reagent kits. All responsible sources may submit requested information which will be considered by the Agency.
