- Justification for an Exception to Fair Opportunity Notice of Intent to Award Sole Source The Government hereby submits a notice of intent to award a sole source extension of a current Cost Plus Fixed Fee task order to provide essential support required to continue the ongoing work executed by the Defense Centers of Excellence (DCoE) for Psychological Health (PH) and Traumatic Brain Injury (TBI), Silver Spring, Maryland in response to critical Military Health System (MHS) requirements for DCoE to develop and implement processes to support the rapid translation of research discoveries into caring for patients to Dynamics Research Corporation. The period of performance will be 12 months beginning 15 September 2016 through 14 September 2017. The estimated cost is $2,480,850. The original task order was awarded using competitive procedures. Pursuant to 10 U.S.C. 2304(C) as implemented by FAR 16.505(b)(2) and substantiated by FAR 16.505(b)(2)(i)(C). The order must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order. This synopsis is for notification purposes only and does not constitute a solicitation for bids or proposals. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective stated above. The determination not to compete this proposed contract action is solely within the discretionof the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. This is NOT a request for quotes or proposals.
