Description
The USDA has specific requirements for a OCI-F-HR UAV Ready-to Fly System for the Central Plains Research Management Research, in Fort Collins, CO. The specifics are below: • One OCI-F-HR UAV Ready-to Fly System: The autonomous OCI-F-HR UAV Ready-to Fly System is based on an Octocopter frame, fully assembled with active gimbal mount for a hyperspectral camera that controlled by a single-board control computer. The hyperspectral camera is a high resolution compact push-broom hyperspectral imager with spectral range at 400-1000 nm, and up to 100 spectral bands. GPS information is tagged to each frame. Advanced image processing software package is included. • Contractor's Unique Qualifications: Hyperspectral data contains much more information than traditional multispectral images, which deliver detailed reflectance data at each pixel from agricultural field. Most hyperspectral cameras in the market are big, heavy, and not suitable for small UAV applications. The OCI-F-HR hyperspectral imager by BaySpec Inc. features push-broom, small size (8 cm x 6cm x 6cm), light weight (~180 g) and increased data transfer rates. Conventional UAV systems produce distorted images associated with wind, motor-induced vibrations, and flight instability and the end users will need a huge amount of time on image post-processing. However, the BaySpec's new line of OCI hyperspectral camera allows images to be collected at random flight speeds, providing real-time, distortion-free hyperspectral band images after easy and fast processing. It eliminates the need for post- processing and orthorectification. There is no need for a GPS/IMU system for image reconstruction. Thus, OCI-F-HR hyperspectral imager system is unique. No other source was located by scientists' market research, for the present time. This is a Notice of intent and is not a request for competitive quotations or proposals. no solicitation is available. Firms that believe they can provide equal or superior products are encourage to identify themselves and provide a substantive statement with descriptive literature and any other supporting information to the Contracting Officer within 10 days of this publication notice. All information received within 10 days of publication of this notice will be considered by the Goverment to determine if more than one firm can meet the Government's requirements and is capable of providing equal or superior products. All responses must be in writing and should be emailed to Louise Snitz (see above). Questions may be directed to her as well, see above.
