- The Centers for Disease Control and Prevention (CDC), National Center for Environmental Health, Division of Laboratory Sciences (DLS) intends to award a sole source firm-fixed price services contract to John Hopkins University School of Medicine. The address is 601 North Caroline Street (Department of Radiology and Nuclear Medicine); Balitmore, MD 21287-0006. This contract will be for 8-weeks from time of award. The statutory authority for this sole source acquisition is 10 U.S.C. 2304 (c)(1) in accordance with FAR Part 6.302-1- Only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS Code for this procurement is 541380 (Testing Laboratories). The size standard is $15 Million dollars. The Government intends to purchase a C-11 Nicotine Radiotracer in support of the Division of Laboratory Sciences (DLS) Positron Emission Tomography (PET) study. The C-11 Nicotine Radiotracer is used to develop a better understanding of how the relative amounts of nicotine in the conjugate acid/base forms impact the rate and amount of nicotine that is delivered to the human brain when smoking a cigarette. This item has been developed by John Hopkins University School of Medicine and is proprietary to John Hopkins University School of Medicine. No other nicotine radiotracer can be substituted. The C-11 Nicotine Radiotracer can only be created and developed by John Hopkins University School of Medicine. The John Hopkins School of Medicine's Radiochemistry laboratory has demonstrated expertise in preparing radiotracers with sufficient concentration per unit volume and quality to meet regulatory requirements for administration to human subjects. John Hopkins University's Department of Radiology and Radiological Science has expertise in development of short-lived radiotracers for positron emission tomography and single photon emission-computed tomography. It is not possible to purchase the material from a commercial vendor due to the short-half life of the radiotracer (Carbon 11 with a half-life of approximately 20 minutes). The material must be synthesized in the immediate vicinity of the Positron Emission Tomgraphy Center where the proposed study would be conducted. Purchasing the radiotracer from John Hopkins University School of Medicine ensures the development of the radiotracer and the continuity of the PET study. No solicitation will be posted to FedBizOpps. We will only issue a solicitation to the John Hopkins University School of Medicine. John Hopkins University School of Medicine is the only source available to provide this service that meets mission critical requirements. This notice of intent is not a request for proposal. A determination to compete this procurement based on response to this notice is solely within the discretion of the Contracting Officer. Interested parties who believe they possess the capability to satisfy this requirement should submit a capability statement demonstrating their ability to meet this requirement.
