- THIS IS A REQUEST FOR INFORMATION (RFI) ONLY The Government is currently conducting market research to gather information and identify potential sources for the requirement identified below. A solicitation is not available at this time, and requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government. National Oceanic Atmospheric Administration's (NOAA) Acquisition & Grants Office, Western Acquisition Division-Boulder, in support of the National Environmental Satellite, Data, and Information Service (NESDIS) for the validation of and enterprise algorithm development for the VIIRS Vegetation Index EDR. The Suomi National Polar-orbiting Partnership (SNPP) satellite was launched on October 28, 2011. The Visible Infrared Imaging Radiometer Suite (VIIRS) onboard the SNPP satellite provides most of the Environmental Data Records (EDR) from the SNPP platform. One the Key EDRs is the VIIRS Vegetation Index (VI) which includes the Top of the Atmosphere (TOA) Normalized Difference Vegetation Index (NDVI) and the Top of the Canopy (TOC) Enhanced Vegetation Index (EVI). TOC NDVI has been added to the VI EDR in preparation to the launch of the first Joint Polar-orbiting Satellite System (JPSS-1) in 2017. Vegetation Index is used in numerical weather forecast models as one aspect of specifying surface boundary conditions. It is also used to characterize vegetation condition and serves as an input to various higher level products and applications. The performance period of this requirement falls into the Long-term Monitoring (LTM) period for SNPP and the pre-launch validation period for JPSS-1. Validations activities, including protocol refinements and EDR generation algorithm refinements, will be required for continued quality and long-term stability monitoring of SNPP VIIRS VI EDR and as pre-launch validation of JPSS-1 VIIRS VI EDR. The VIIRS product generation is planned to be moved to the NDE for which algorithmic refinements/improvements benefit the utility and quality of VIIRS VI products. The JPSS program has interest in CEOS (Committee on Earth Observation Satellites) Land Calibration/Validation and is in coordination with other national and international agencies in developing CEOS land product validation standard protocols. Specific Tasks are: Evaluation and validation of VIIRS VI EDR using corresponding MODIS products, radiometric validation and biophysical validation of VIIRS VI EDR, development/refinement of the above validation protocols, refinement of the rolling-basis temporal compositing algorithm, refinement of the VI equations. This project requires 0.20 research scientist, 0.25 research technician and 0.50 graduate assistant.
