- Pre-proposal site visit minutes Amended PWS is attached. Please note only the Appendix portion has changed. Questions & Answers Amendment 1: Pre-proposal site visit minutes have been posted along with the answers to all questions submitted. Please note that the award for this requirement will switch to FA4417-17-X-XXXX to realign the requirement with FY17. The updated PWS has been attached as the Appendix has been updated. Hurlburt Field, FL intends to make a single award for VERTICAL TRANSPORTATION EQUIPMENT (VTE) MAINTENANCE, REPAIR & INSPECTION SERVICES with a period of performance 1 October 2016 thru 30 September 2017; with four option years. Work consists of, but is not limited to, providing all management, tools, supplies, equipment, parts and labor necessary to inspect, maintain, and repair the real property vertical transportation equipment (VTE) at Hurlburt Field, FL in a manner that ensures continuous and safe operation. This acquisition is being offered for competition to eligible Small Business concerns. The North American Industry Classification System (NAICS) code for this project is 811310 with a size standard of $7.5M. The Contracting Officer anticipates awarding a firm-fixed price type contract. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) PRICE and (2) TECHNICAL. The Government intends to award a contract to the offeror with lowest proposed price who is determined technically acceptable. The issuance date for this solicitation is projected to be on/about 8 June 2016. FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (Apr 2016) applies to this Request for Proposal and the offeror must include a completed copy of this provision with their proposal or indicate (with DUNS Number) that current information is available on the federal government website System for Award Management (SAM) https://www.sam.gov. Prospective contractors must be registered in SAM prior to award of a government contract. Additionally, the offeror shall comply with the DFARS clause at 252.232-7003 Electronic Submission of Payment Requests and Receiving Reports (Jun 2012). This solicitation will be available ONLY via the Internet at the following address: http://www.fbo.gov. NO paper copies of the solicitation will be furnished. This requirement is not currently funded. 52.232-18 Availability of Funds (Apr 1984) applies to this requirement. Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. An award is resultant upon funding of the requirement with Fiscal Year 2017 funding which is not available until 1 October 2016. The government shall not make an award for this requirement if funds are not made available upon the start of the new fiscal year.
