- The Department of Labor (DOL), Employment and Training Administration (ETA) intends to award a cost-reimbursement plus fixed fee Bridge Contract to a single source The statutory authority permitting this acquisition of this requirement by other than full and open competition is 41 USC 254(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and no other supplies or services will satisfy the agency requirements. The period of performance for this contract will be: Contract Base Period - September 1, 2016 - February 31, 2017 Option 1 (6 months dash 8) - March 1, 2017 - August 31, 2017 Place of Performance will be: Gainesville Job Corps Center 5301 N.E. 40th Terrace Gainesville, Florida 32609-1670 This contract will be awarded on or about 1 August 2016 to Fluor Federal Solutions, Inc. under its current contract. The prospective contractor shall continue to provide this Job Corps Center with 24-hour, 7 days per week operations that provides essential residential (including food and shelter), medical, education, training and career transition support to the students participating in the Job Corps program. The contract will enable the provision of these critical services through the continued operation of the Job Corps center. DOL intends to award this requirement as a sole source to Fluor Federal Solutions, Inc. since the services are follow-on from a current contract award and awarding to another source would cause unacceptable delays/gaps in service during the time required to issue a new competitive contract. It is the government's intent to compete the services in the near future and award a new contract no later than February 1, 2017. The North American Industry Classification System (NAICS) code for this requirement is 611519 with the size standard of $38.5 million. This is a sole source notice published for informational purposes only and not a request for competitive proposals. Therefore, no solicitation document exists for this requirement. However, all responsible parties interested in responding to this notice are invited to submit a capability statement including costs by 12:00 pm ET, July 27, 2016, that provides sufficient details for consideration by the government, via email to Fryerscott.joy.v@dol.gov. The determination not to compete the contract based on the response to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
