Description

Synopsis: Please note that this is NOT a request for quotes or proposals. The Government is seeking information for market research purposes only. The Department of Veterans Affairs, VISN 3, Network Contracting Office 3 (10N3NCO) is currently conducting a market survey for firms capable of providing the following service: Title: Biopoint Software Maintenance and Support. Background: VA Hudson Valley Healthcare System (VAHVHCS) implemented BIOPOINTT/ENDUR ID patient wristband solution (BIOPOINT) throughout the medical center in selected locations at both the Montrose and Castle Point campuses. The implementation of this software and printer solution has facilitated compliance in meeting The Joint Commission's (TJC) National Patient Safety Goal (NSPG) (01.01.01); improve the accuracy of patient identification. The acquisition of the BOIOPOINT/ENDUR ID included and enterprise software license for unlimited number of workstations. The software component supports the BIOPOINT/ENDUR ID system and captures patient specific information including: photograph (when available), unique identifier (social security number (SSN) in both human readable and multiple barcoded formats); all of the following alerts (as indicated), allergy, fall risk, do not resuscitate, wander, restricted limb and choking. It is this veteran specific data which is imprinted directly onto the wristband which in turn is applied to the veteran via flexible, clip free bracelet style self-adhesive band. Objective: VAHVHCS effort goals are to maintain, upgrade, service and support all components of the BIOPOINT/ENDUR ID patient wristband system throughout VAHVHCS. Scope of Work: The vendor must provide annual maintenance and support to a BIOPOINT Enterprise Software License currently owned by VAHVHCS. The service and support must include annual telephone technical support between the hours of 0800-2000, eastern standard time, Monday through Friday, excluding holidays; application version upgrades, application issues, wristband modifications, new features with enhanced functionality, upgrade installation assistance and user documentation updates. The vendor must provide a designated service representative so VAHVHCS's Administrative, technical, logistical and end users are able to contact the service support line in conjunction with any issues relating to the performance, quality, ordering, configuration, troubleshooting, error or failure of BIOPOINT at any time during identified customer support hours. Each end user will receive the assistance and/or redirection as each situation deems appropriate. Responses to this notice must be submitted in writing via email and must be received not later than Wednesday, July 20, 2016, 4:00pm EST. No telephone inquiries will be accepted. The purpose of this notice is to gain knowledge of potential qualified sources and their size classification/socioeconomic status (service-disabled veteran owned small business, veteran owned small business, HUB Zone, 8(a), small business or large business). Responses to this notice will be used by the Government to make appropriate acquisition decisions. Responses to this notice should include company/individual name, a service capability statement, examples of similar facilities for which you have provided services to, proof of applicable certification. DUNS number, address, point of contact and social-economic category (ex: SBVOSB, VOSB, 8(a), HUBZone, WOSB, EDWOSB, Small Business). If your firm is a Service-Disabled Veteran Owned or Veteran Owned Small Business, you must be CERTIFIED in VetBiz (see internet site: http://vip.vetbiz.gov). Contractor must be registered in System for Award Management (SAM), formerly CCR (see internet site: http://www.sam.gov). Responses to this notice must be submitted in writing, and received not later than Wednesday, July 20, 2016, 4:00pm EST.
