Drawing Drawing Drawing Drawing Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number/W912K3-16-R-2001 is hereby issued as a Request for Quote (RFQ). The Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-88, 15 JUN 16 and the Defense Federal Acquisition Regulation Supplement (DFARS) change notice 20160630. It is the contractor's responsibility to become familiar with applicable clauses and provisions. This acquisition is 100% set aside for small business concerns and is under North American Industry Classification Standards (NAICS) code 332999 with number of employees not to exceed 750. Description of Requirement: CLIN 0001: Design, Fabrication, Delivery, and Installation of Search and Extraction Training Area (SETA) Equipment. See attached Statement of Objective (SOO) and separate rough drawings for details. Include relevant past experience/jobs and contact information with proposals. QTY 1 JOB Total $__________________ ** In addition to the technical specifications outlined in the SOO, product will be evaluated based on design quality/acceptance, relevant past experience, price, and delivery timeframe. A firm fixed price contract will be awarded on a Best Value basis. This is not a lowest price technically acceptable decision. ** Delivery requirement: 120 days ARO, FOB Destination to Fairchild Air Force Base, WA. Exact address will be provided upon award. Attendance of the site visit is highly encouraged in order for the contractor to have a full understanding of the requirement and submit a responsible quote. STATEMENT OF OBJECTIVES Search and Extraction Training Area (SETA) 141 Civil Engineer Squadron Fairchild AFB, Washington 15 June 2016 •1. SUMMARY OF WORK •1.1. The purpose of this project is to design and deliver a training structure to simulate a collapsed building. The training element called Search and Extraction Training Area (SETA) is to be delivered and installed at Fairchild AFB, Washington. The structure should be designed using shipping containers to simulate confined, but partially open sections within a collapsed structure. The SETA will be installed on a combination of concrete footings and compacted gravel. •1.2. Work under this contract will include: •1.2.1. The SETA elements as shown on the attached drawings and specified herein. •1.2.2. Work Contract comprises and is located at Fairchild AFB, WA. •1.2.3. Final delivery shall be not more than One Hundred Twenty (120) calendar days after date of contract. •2. PERFORMANCE STANDARDS •2.1. The SETA design shall be approved by a licensed structural engineer and must adhere to federal, state, and local safety and construction standards. •2.2. The Base Civil Engineer (BCE) will acquire any necessary permits for Fairchild AFB. •2.3. Adhere to OSHA and OSHA Ladder safety regulations. •2.4. All materials will be delivered to the site by the contractor. •2.5. The main structural collapse simulator shall be comprised of four (4) forty foot (4 0 ' ) containers. The four (4) containers shall be stacked so that the tallest point is a maximum of 45'. •2.5.1. All containers shall be properly connected through use of bolts/welds per design requirements. •2.5.2. A safety hand-rail shall be installed at the top of the tower and on the container shown in the drawing. •2.5.3. Access hatches and ladders shall be installed to the container as shown on the drawings. •2.5.3.1. All handrails, ladders and hatch hardware shall be comprised of corrosion resistant material (e.g. aluminum). •2.5.4. Containers shall be painted with rust inhibiting paint suitable for a marine environment; color to match Kynar 500 - "Sierra Tan". •2.5.5. Containers shall have ventilation to diminish the chances of rust, mold and mildew within the containers. •2.5.6. Containers "Roofs" (top flat surfaces) are sealed against the elements to prevent rain and snow from entering the containers •2.5.7. Space shall safely accommodate training of 4 personnel at one time and within horizontally placed containers. •2.6. Chain link fence and gates shall be installed per drawings. •3. WORKING HOURS/SEQUENCE •3.1. The WA ANG will allow construction work to occur during normal work hours; 6 :00 a.m. to 4 :30 p.m. Tuesday through Friday. Coordination of access to the site after hours, weekends, and holidays must be arranged with the BCE in advance. •3.2. Contractor shall use methods, techniques, and scheduling advantageous to swift completion. Propose sequence and scheduling with the BCE for approval prior to commencing work. •4. EXISTING CONDITIONS AND DIMENSIONS •4.1. The Owner (Government) will use the site of work while assembly is occurring. •4.2. Field verify existing conditions prior submission of proposal. Request clarification from the BCE for conditions found that are in conflict with information shown on the drawings or specified prior contract award. •5. COMPUTER AIDED DRAFTING (CAD) DRAWINGS •5.1. CAD Drawings are required as part of a proposal (electronic only) •6. CONTRACT MANPOWER REPORTING (CMRA) 6.1. Contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Air Force via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/ 6.2. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year.
