- 1.0 DISCLAIMER: This RFI is issued solely for information and planning purposes and does not constitute a solicitation. Neither unsolicited proposals nor any other kind of offers will be considered in response to this RFI. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. All information received in response to this RFI that is marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. At this time, questions concerning the composition and requirements for a future RFP will not be entertained. 2.0 SUBJECT: This requirement is for the acquisition of annual subscription services for scheduled proficiency tests in support of the AFMES/AFDIL. Proficiency tests are required to maintain certification and accreditation by ASCLD/LAB-International. Accreditation requires that scientists be tested, to the full extent of their casework activities, at least twice a year. 3.0 BACKGROUND: AFDIL is the operational element of the AFMES and is accredited by the American Society of Criminal Laboratory Directors- Laboratory Accreditation Board (ASCLD/LAB-International). AFMES/AFDIL is the only DoD human remains DNA testing laboratory, which under 10 U.S.C. 1471 and 10 U.S.C. 1509 is charged with providing human remains DNA testing in support of current day operations (AFMES), past accounting operations (Defense POW/MIA Accounting Agency; DPAA) and other DoD Agencies missions. Additionally, through other memorandum of agreements AFMES/AFDIL will provide DNA testing for identifying human remains, or to determine the probable contributor of biological samples of human origin in criminal investigations for other Bureaus of the Federal Government, and civilian medical institutions. Interested parties shall provide a capabilities statement electronically to the email address below.
