Description
INDOOR PIRING RANGE COMPREHENSIVE CLEANING Project Intent/Purpose: The purpose of this project is to comply with current requirements for regular cleaning of the US Marshals Service (USMS) Indoor Firing Range at the Tallahassee Federal Courthouse. Included in the scope of this project is: •· One (1) Comprehensive Range Cleaning with waste disposal, scrap metal recycling, independent verification wipe sampling, and ventilation air flow measurements. General Requirements: The contractor must comply with Federal Occupational Safety and Health regulations and with Florida Department of Environmental Protection Agency, Conditionally Exempt Small Quantity Generator regulations, as long as the amount of waste generated is less than 2,200 pounds no manifest is necessary, but records of proper disposal must be kept. •1. Protection of the contractor employees and protection of the environment are exclusively the obligation of the contractor. The Government will assume no liability or responsibility for the contractor's compliance or noncompliance. •2. The work is to be completed during normal work hours of 7:30 AM to 4:00 PM weekdays, except Federal Holidays. •3. Contractor must provide all supplies, equipment, material and labor to perform the work. The Contractor will be authorized to use the building's electrical outlets and water, as well as restrooms. •4. Attached references incorporated into this project scope include: •· USMS Firing Range Plan Drawing (1 page) •· Inspection Checklists - Indoor Firing Range Cleaning (4 pages) •5. Operate ventilation system while working the inside of the firing range area to maintain negative pressure except when changing filters. If range is under positive pressure (must push the door closed), do not operate the ventilation system. Contact contracting representative for further instructions. •13 Comprehensive Range Cleaning Requirements: Contractor must submit a comprehensive work plan detailing the work to be accomplished, chronology, safety and health plan, insurance certificate; contaminated materials; packaging, transport and disposal plan; recyclable metals packaging, transport and name of recycling facility. The contractor's work plan must be approved by the Contracting Officer prior to start of on-site work. Place tacky mats at all exits from the all lead contaminated areas including around the work area of the exhaust filter access doors. Retrieve lead slugs from rubber granules in backstop. Add new rubber granules as necessary to fill the backstop to specification. Repair or replace rubber bladder on the backstop. Inspect backstop connections to structural components of building. Note any further work is deemed necessary in the remarks section in the post-cleaning inspection checklist. Collect spent brass shells and lead slugs in separate sealable buckets for recycling as scrap metals. Submit a copy of receipt from the scrap metal dealer to the contracting officer and USMS representative for the amount paid for the metals. Credit that amount to the final invoice. Wet wipe all smooth surfaces in all rooms of the indoor firing range suite, e.g. inner range, control room, gun cleaning area, storage rooms and both areas within 10 feet adjacent to points of egress from the range to the public hallway, including but not limited to floors, walls, baffles, ceilings, firing lane partitions, target rails, doors and knobs, light switches, countertops, shelves etc. with a lead specific cleaner. Surfaces that are not smooth and, consequently, cannot be wet wiped shall be vacuumed with a HEPA vacuum. Inspect the baffles and target system. Indicate any necessary repairs in the post-cleaning inspection checklist. Change burned out light bulbs or tubes as necessary. Replace HVAC filters. Note the size and type of filters installed. Wet wipe the inside of the exhaust filter housing [1]. Collect ventilation filters, target debris, tacky mats, soiled rags, disposable wipes, HEPA vacuum filters and dirt container, used personal protective equipment and any other lead contaminated waste in a solid container labeled "lead contaminated waste" for disposal. •14. Verification of Comprehensive Cleaning Completion An independent contractor shall collect 17 surface wipe samples plus a trip blank from the following locations to meet the cleanup criteria 200 µg/ft 2. a. Firearms instructor's control room desk and floor (2) b. Floor at each of the three firing positions (3) c. Above each target rail (3) d. Midway down range (1) e. Immediately in front of the bullet trap (1) f. Control room floor immediately outside the entrance to the range (1) g. Gun cleaning bench and nearby floor (2) h. Storage room floor (1) i. Public hallway floor outside bullet trap door (1) j. Public hallway floor immediately outside range (1) k. Floor outside the ventilation filter access door (1) Collect the wipe samples according to NIOSH method for surface samples and send the samples to a lab certified by the American Industrial Hygiene Association Environmental Lead Laboratory Accreditation program for lead analysis by flame atomic absorption spectrophotometry. If any of the wipe sample analyses indicate levels exceeding the clearance standard of 200 micrograms of lead per square foot (ug/ft2), the Contractor is to clean those surfaces again and have the surfaces wipe-sampled by the independent CIH and verified again until the clearance standards are met. •15. Verification of Air Flow Measurements An independent Certified Industrial Hygienist contractor shall: •· Observe the air flow immediately at the firing line using smoke candles. Note how smoke proceeds downrange to the bullet trap, reverse currents, significant turbulence or dead spots at any location. •· Measure air velocity at each firing position at three heights. An average range between 50-75 feet per minute plus or minus 10% is considered acceptable. •· Measure air velocity at mid-range and at bullet trap. A minimum flow of 35 feet per minute is considered adequate. •· Measure the pressure differential between the inner range and spaces immediately outside the range. A minimum differential of -0.02 inch of wc is considered adequate. The Post-Cleaning Inspection Checklist attached will be completed by the contractor and an independent Certified Industrial Hygienist.
