- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Bureau of Indian Affairs (BIA) Eastern Oklahoma Regional Office intends to award a firm-fixed price contract in response to this Request for Quote (RFQ) on a Mobile Command Center sleeper conversion for the Department of Justice Services. The conversion will be completed on the Division's 2002 Freightliner Century. Evaluation will be based on Lowest Price Technically Acceptable. If the contractor is not local then the contractor shall furnish the necessary transportation, personnel, materials and equipment to deliver/unload the fully converted Freightliner to the BIA. ***THIS IS A TOTAL SMALL BUSINESS SET-ASIDE, (1) Offers are solicited only from small business concerns. Offers received from concerns that are not small business concerns shall be considered nonresponsive and will be rejected. (2) Any award resulting from this solicitation will be made to a small business concern. The solicitation number for this procurement is A16PS00813 and is issued as a Request for Quote (RFQ). The solicitation documents and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular FAC 05-74 dated November 1, 2014. The associated North American Industry Classification System code (NAICS) is 336999, All Other Transportation Equipment Manufacturing and the size standard is 1000 employees. PRICE SCHEDULE: the proposed pricing must be all inclusive plus all other costs pertinent to the performance of the contract. Installation must be included in quote. CONTRACT TERM: Contract award is expected to be made by 29 JULY 2016. Contractor is expected to start within thirty (30)calendar days of receipt of contract. The project shall be completed within sixty (60) calendar days of the start date.
