- Contracting Officer Determination Brand Name Bid Schedule This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number W81EWF61661884 is being issued as a request for quotation (RFQ) with the intent to award as a commercial purchase. The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular 2005-84. This procurement is unrestricted under NAICS Code 334419 with a size standard of 750 employees. The Joint Test and Evaluation Program (JT&E) requires brand name or equal to U-ROC TM equipment and Protocol Analyzer software and annual maintenance as described in the below section entitled "Description Requirement" : Please see attached documents entitled: "Contracting Officer Determination Brand Name" and "Bid Schedule". Description Requirement for U-ROC TM Kit and Protocol Analyzer The Joint Test and Evaluation Program requires brand name or equal to U-ROC TM equipment and Protocol Analyzer software and annual maintenance to support the new Joint Test, Digitally-Aided Close Air Support (DACAS) within the structure of the Joint Test Unit. The requested purchase will meet all the requirements as part of DACAS-JT risk reduction costs. This equipment, software, and maintenance will be used to capture and analyze signals and data traffic over a communication channel. The following "brand name or equal to" products are required to fulfill this requirement: (Note: "Detailed Specifications" list all Salient Characteristics.) (1) U-ROC TM Kit w/Windows Improved Data Modem (WINIDM) [Part Number: 3442-1-000, Quantity 2] General Specification (must meet or exceed the minimum): - Contains U-ROC TM cable (ruggedized, commercial cable). - Contains WinIDM Software License Detailed Specification: - Interoperable with WinIDM - Provide a standard USB interface to existing voice and data radios. - Allow ruggedized laptops to interface to any radio in the field (2) WinIDM Software Maintenance Fee [Part Number: MNT1-SW3442-1-050; Quantity 2] General Specification (must meet or exceed the minimum): - Coverage of the WinIDM software for two years - Any updates/upgrades to software to correct faults, to improve performance or other attributes - Customer Support via phone/email (3) Loopback [Part Number: 3442-1-200; Quantity 1] General Specification (must meet or exceed the minimum): - Capable of working with the U-ROC (4) PRC-117G adapter cable [Part Number: 3442-1-218; Quantity 2] General Specification (must meet or exceed the minimum): - Capable of working with the U-ROC (5) Protocol Analyzer [Part Number: AE400385, Quantity 2] General Specification (must meet or exceed the minimum): - Capability to fully decode any captured VMF TDL message traffic - Decoded Data displays a summary of every over the air transmission - Process data recorded by a U-ROC TM Detailed Specification: - Layer-by-Layer decoding - Bit-Level detail - Data Annotation with comments - System Logging - Millisecond timestamp accuracy - Error highlighting - Exports to XML and HTML (6) Protocol Analyzer Maintenance [Quantity 2] General Specification (must meet or exceed the minimum): - Coverage of the Protocol Analyzer for two years - Any updates/upgrades to software to correct faults, to improve performance or other attributes - Customer Support via phone/email DELIVERY INFORMATION: The contractor shall deliver all materials to the following address NLT 29 July 2016 : 7025 Harbor View Blvd., Suite 105 Suffolk, VA 23435 Offerors are required to submit Technical Data on the items quoted.
