- Based on the evaluation of the Market Survey (ESRP Sources Sought Notice issued 1/12/16) response, the United States Navy, Space and Naval Warfare Systems Command (SPAWARSYSCOM) in support of the Program Executive Office for Command, Control, Communications, Computers and Intelligence (PEO C4I) Communication and GPS Navigation Program Office (PMW/A 170) has determined only one responsible source can meet the Government's requirements and intends to award a sole source follow-on contract for Environmental Satellite Receiver Processor (ESRP) procurement to Raytheon Technical Services Company (RTSC), located at 6125 East 21st Street, Indianapolis, Indiana. RTSC is the current OEM vendor providing specialized expertise and hardware to the ESRP program. The ESRP program uses the AN/FMQ-17 and the AN/SMQ-11 to provide real time direct readout of Environmental Data to the Meteorology and Oceanography personnel to support mission planning and execution in all warfare areas. The antennas will ingest, store, process and display raw data from multiple national and international environmental satellite families to capture and display Meteorology and Oceanography (METOC) Polar Orbiting and Geo-stationary Satellite Data for Mission Planning and execution. To meet this requirement, vendors must have subject matter expertise, technical capabilities, and facilities to produce and sustain shipboard systems (AN/SMQ-11) and shore systems (AN/FMQ-17). The period of performance is 5 years from award date. This announcement provides information that assists with subcontracting possibilities. The North American Industry Classification System (NAICS) code for this procurement is 541330 (with a Small Business Size Standard of $15M). This notice of intent is not a request for competitive proposals or a solicitation of offers. However, if a company believes it can perform the requirements identified above without negative schedule, performance, and/or cost impacts, the company shall provide a statement of its capabilities within 15 calendar days of the release date of this notice.
