- Amendment #001 Updated 7/13/16 - Please note that Federal Vehicle Standards 122, 307 and 794 do not apply to this acquisition, even though they are referenced in Attachments F1-F14. 1.Prospective offerors are required to obtain a user name/password and indicate interested models for GSA's secure online proposal application (AutoBid) prior to issuance of this solicitation. A user name and password is obtained by submitting the solicitation number, company's name, valid DUNS number, address, business size, user's name, telephone number, fax, email, and vehicle makes/models that will be offered to automotiveedi.partnerships@gsa.gov. AutoBid will NOT open for prospective vendors until the solicitation is issued. For additional information please see the attached "AutoBid Vendor Instructions". The standard items identified are not all-inclusive of those that meet the minimum requirements of the Light and Heavy Vehicle Purchase Descriptions. Equivalent models that meet the minimum requirements may also be offered. The finalized Light and Heavy Vehicle Purchase Descriptions will be included with the solicitation issuance. All models submitted as part of proposals under this solicitation must be TAA-compliant, regardless of their inclusion on the anticipated models list 2.AutoBid account information will be provided within ten (10) business days of your request. Please request user name and password prior to the issuance of the solicitation to avoid delays. 3.Valid and current registration in the System for Award Management (SAM) system is required. Please visit www.sam.gov for more information. 4.A pre-proposal conference will NOT be held after issuance of the solicitation. Specific instructions for submitting questions related to this acquisition will be included with the solicitation package. The Government encourages interested vendors to register on the Interested Vendors List in FedBizOpps (www.fbo.gov) under the solicitation number, QMAA-JC-160001-D. All announcements or changes to the intended publication date, the solicitation, and any other information concerning this acquisition will be conveyed via the FedBizOpps website (www.fbo.gov). 5.Note on after-market upfits/retrofits: After-market electric or other alternative-fuel conversions of factory vehicles are NOT covered by this acquisition and are considered out of scope. Only factory-direct alternative fuel vehicles are within scope of this requirement. For additional information on how to offer after-market upfits/retrofits, please contact vehicle.buying@gsa.gov.
