- In accordance with the FAA Acquisition Management System (FAAAMS) Section 3.2.1.2.1, the purpose of this announcement is to inform industry that the FAA is conducting a market survey for Litigation Hold System capabilities for the agency. This system must seamlessly integrate with the Agency ™s Email Archive (Proofpoint) including its legal hold capabilities to support the eDiscovery Services within the Office of the Chief Counsel. The systems capabilities would include, but is not limited to the following function requirements: -Acquire a web based application that will allow access to Litigation Hold data nationwide. -The System must be able to integrate with the FAA email system, (Outlook), allow for automatic email generation as part of work flow processes. -Ability to initiate, update and send legal hold notifications and enable custodian to respond, including but not limited to acknowledge receipt and completing legal questionnaire. -Automates notification issuance, leveraging custodian list created in the Enterprise Archive. -Utilizes templates to create notices customizable to the specific matter. -Ability to send hold release notifications when duty to preserve has been lifted. -Ability to send periodic revisions and remainders. -Ability to readily setup new accounts for hold administrators to access the system. -Extensive audit trail to track custodian compliance and user access. -Provides periodic updates & reminders dashboard. -Ability to manage subsequent preservation and/or collection tasks, specifically to initiate and track preservation or collection requests associated with matters in the system. -A centralized location to electronically store information, Hosting location can be either internal to FAA or cloud based, (FedRAMP) certified. -Complies will all applicable agency, department, and Government-Wide Statutes, regulations, and orders, including those relating to the Federal Information Security Management Act, (FISMA) including document retention and destruction, and Section 504/508 accessibility requirements. This market survey is not a Screening Information Request (SIR) or a Request for Proposal (RFP). The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Interested sources must respond with information to demonstrate their capabilities for providing, implementing and supporting Litigation Hold System. The FAA will use the results of this market survey to determine the feasibility of conducting the future procurement as a full and open competition or set-aside the procurement for small businesses, service-disabled veteran-owned small businesses, (SDVOSB) or eligible socially and economically disadvantaged businesses certified by the SBA for participation in the SBA ™s 8(a) program. Potential sources are cautioned that no further announcements maybe made. The FAA requires the following information from interested vendors: PLEASE NOTE THERE IS NO PAGE LIMITATION, HOWEVER, EACH SUBMISSION SHOULD PROVIDE RELEVANT CONCISE INFORMATION ONLY. Capability Statement-This document must identify: 1. Your company ™s capability to support the Government ™s requirements as described. 2. Vendors must complete the attached Business Declaration Form and return with the submission. All submissions in response to this market survey must be received by 9:00am EST on August 02, 2016.
