Synopsis: THIS IS A REQUEST FOR INFORMATION ONLY - This is a sources sought announcement. Solicitations are not available at this time. Requests for solicitation will not receive a response. This notice does not constitute a commitment by the United States Government. The intent of this announcement and the information provided in the response to this notice is in support of market research and will be used to assist the Government in determining the feasibility of a competitive acquisition, and to identify ALL potential, capable sources to include small businesses and socio-economic sources that have the capabilities and are qualified to furnish the required services as identified in the Requirements section of this announcement. The North American Industry Classification System (NAICS) Code is 541380 - Testing Laboratories; Product Service Code (PSC) is B516 - Fisheries and Animal Studies. SBA business size standard for this NAICS is $15,000,000.00 Please include your company's size classification in any response to this notice. The Northeast Fisheries Science Center of the National Marine Fisheries Service (NMFS) in Woods Hole, MA is soliciting information, on behalf of NOAA's Northeast Fisheries Science Center at Milford, CT for Fatty Acids/Lipid analysis of 120 marine phytoplankton samples. The phytoplankton samples were taken on GF/F filters and stored in a chloroform/methanol mixture at -20C. PERFORMANCE REQUIREMENTS: for the analysis of the samples is as follows: (a) The samples must be analyzed to include following lipid and fatty acid : hydrocarbons, steryl esters/wax esters, ethyl esters, methyl esters, ethyl ketones, methyl ketones, glycerol ethers, triacylglycerols, free fatty acids, alcohols, sterols, diacylglycerols, acetone mobile polar lipids, and phospholipids. For fatty acids the following must be identified: 14:0, Trimethyltridecanoic acid (TMTD),14:1,i15:0, ai15:0, 15:0, 15:1, i16:0, ai16:0, pristanic, 16:0, 16:1w11?, 16:1w9?, 16:1w7, 16:1w5, i17:0, ai17:0, 16:2w4, phytanic, 17:0, 16:3w4, 17:1, 16:4w3, 16:4w1, 18:0,18:1w11, 18:1w9, 18:1w7, 18:1w6, 18:1w5, 18:2, 18:2, 18:2w6, 18:2w4, 18:3w6, 19:00,18:3w4, 18:3w3, 18:4w3, 18:4w1, 20:0, 18:5w3,20:1w11, 20:1w9, 20:1w7, 20:2a, 20:2b,20:2w6, 20:3w6, 21:00, 20:4w6, 20:3w3, 20:4w3, 20:5w3, 22:0, 22:1w11(13), 22:1w9, 22:1w7,22:2NIMDa, 22:2NIMDb, 21:5w3, 23:0, 22:4w6, 22:5w6, 22:4w3, 22:5w3, 24:0, 22:6w3, 24:1. SUBMISSION OF INFORMATION: All interested parties are encouraged to submit a response which supports the company's claim that it presently has the technology, qualifications, experience, and capabilities to satisfy the requirements or submit a response which identifies areas in the system requirements that their company does not meet. Any interested parties are required to provide the following information: 1. Name of Company and DUNS Number 2.Point of Contact and Phone Number 3.Size of Business according to the North American Industry Classification System (NAICS) Code 541380 4.Positive statement of your interest in this procurement as a prime contractor 5.Description of how you might fill this requirement to include but not limited to: (a)The contractor/laboratory will be required to submit all documents in English. Contractor will be required to submit quote in U.S. currency (USD). (b)The contractor/laboratory must demonstrated through peer reviewed publications (minimum 20) that they can determine the listed fatty acids/lipids on marine phytoplankton cells (c)The contractor/laboratory must demonstrate the ability to process samples that have been stored on GF/F filters in a chloroform/methanol mixture. (d)The contractor/laboratory must demonstrate either through a certificate or an award that they are a center of excellence for doing lipids/fatty acids in marine phytoplankton samples on GF/F filters held in methonal/chloroform. Interested vendors are urged to submit any questions they may have, in advance and in writing, to the contract specialist Susan Faux (susan.faux@noaa.gov). Telephonic requests for the sources sought will not be honored. This is not a request for technical or cost proposals. The Government does not intend to award a contract on the basis of this notice or reimburse, compensate any respondent for costs incurred in developing information provided to the United States Government as requested herein. Responses to the Sources Sought announcement are voluntary and are not offers and cannot be accepted by NOAA to form a binding contract. Capability Statements will not be returned. Information received will be considered solely to make an informed decision regarding a potential acquisition strategy. Firms offering a response to this notice shall ensure that they are registered in the System for Award Management (SAM), www.sam.gov, prior to submission of proposals. All vendors doing business with the Government are required to be registered with the SAM. NO award shall be made unless the vendor is registered in SAM.
