Description
The United States Environmental Protection Agency (EPA) intends to negotiate on a sole source basis, under the authority of the FAR 6.302-1 with Tetra Tech, Inc. to provide support services to the EPA, Office of Water (OW), Office of Wastewater Management (OWM) under contract titled ?Technical and Administrative Support for OW/OWM?, EP-C-11-009, for an additional 15,250 level of effort labor hours to be utilized to extend the contract which expires July 31, 2016, by three months, until October 31, 2016. The EPA Office of Water, Office of Wastewater Management requires the contractor to provide the level of effort, material, equipment, and facilities necessary to provide assistance in program development, implementation and oversight, principally, data support, collection, compilation, and analysis of data and information. The contractor shall provide recommendations for regulatory, policy, strategy, and guidance development, to include the compilation of supporting data, development of options, research and development of new permitting tools sufficient to address complex/emerging permitting issues, and recommendations for action or approval by the EPA. Attendant to those responsibilities, the contractor shall provide support for NPDES permit development, to include, reviewing permit applications for consistency with federal requirements, conducting statistical analyses, and preparing draft permits and supporting documentation. In addition, the contractor shall monitor pe rmit compliance and provide permit writers with guidance and training. EPA believes that Tetra Tech, Inc., with its experience in working the current contract, is uniquely qualified for this short term additional effort and Tetra Tech, Inc. is the only responsible source able to perform this 3-month effort due to its combination of expertise, knowledge of the equipment and facilities, and familiarity with ongoing projects required to meet EPA?s critical deadlines. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS. However, any firm believing itself capable of meeting this EPA requirement must submit technical documentation to establish its assertion. This documentation must be submitted to Brad Heath (heath.brad@epa.gov) within 15 days of the electronic posting of this notice. Telephone requests will not be honored. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the EPA. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. The anticipated award date for this modification to the existing contract is July 28, 2016.
