- The Department of the Treasury, Bureau of the Fiscal Service, on behalf of the United States African Development Foundation (USADF), intends to make an award on a sole source basis to International Research and Exchange Board Inc. (IREX) 1275 K Street NW, Suite 600 Washington DC 20005 for travel and lodging services for the 53 Young African Leaders Initiative (YALI) Fellows participating in the YALI Mandela Washington Fellowship Program on August 1st - 3rd, 2016, pursuant to FAR Part 6.302-1(b)(1)(i). IREX is the sole implementing partner for the YALI Mandela Washington Fellowship Program in the U.S.A. per their current contracts with the Department of the State and U.S. Agency for International Development (USAID), which includes all required logistics, travel and lodging arrangements for the program. The program also includes the USADF YALI Summit in Washington, D.C., from August 1 - 3, 2016. USADF is required to further contract with IREX, as contracted by the Department of State and USAID, to pay for their portion of the travel and lodging cost related to the 53 Fellows participation in the YALI Mandela Washington Fellowship Program and YALI Summit provided by USADF. Therefore, IREX is the only responsible source that is allowed to fulfill USADF's portion of the YALI Mandela Washington Fellowship program requirements. NO SOLICITATION IS AVAILABLE. A request for more information, or a copy of the solicitation, will not be considered an affirmative response to this Special Notice. Telephone responses or inquiries to this Special Notice will NOT be accepted. Responses to this request shall be submitted on or before 12:00 p.m. ET on July 20, 2016 by email to purchasing@fiscal.treasury.gov, Attn: JMCCLEAD/TAYERS. The following file extensions are not allowable and application materials/data submitted with these extensions cannot be considered:.bat,.cmd,.com,.exe,.pif,.rar,.scr,.vbs,.hta,.cpl, and.zip files. Microsoft Office compatible documents are acceptable. No other information regarding this Special Notice will be provided at this time. This notice does not restrict the Government to an ultimate acquisition approach. All vendors responding to this notice are advised that their response is not a request that will be considered for contract award. Responses will be shared with the federal government agencies as part of market research for fulfilling future similar requirements.
