Description
BCS-F ADS-B and ECEF Industry Day Memo BCS-F ADS-B and ECEF Sources Sought The Battle Control System - Fixed (BCS-F) is a Tactical Command and Control (C2) processor that provides North American Aerospace Defense Command (NORAD) and United States Pacific Command (USPACOM) Commanders with improved air sovereignty battle management capabilities for the four (4) U.S. Air Defense Sectors (ADS) [Eastern ADS (EADS), Western ADS (WADS), Alaska Regional Air Operations Center (AKRAOC), and Hawaii Regional Air Operations Center (HIRAOC)], the System Support Facility (SSF) at Tyndall AFB, and the Organic Integrated Test Facility (OITF) at Hill AFB. The BCS-F system integrates multiple data sources from military and Federal Aviation Administration (FAA) sources to provide continuous air space situational awareness and surveillance and control for NORAD, USPACOM, and Homeland Defense missions. BCS-F also supports mission requirements for warning and assessment of aerospace attack, counter-drug detection, and monitoring operations. The Program Office plans to perform hardware and software technology refresh and to expand system capabilities in two areas of the current BCS-F baseline. The hardware refresh includes upgrades to the BCS-F hardware clients and servers. The software refresh includes Red Hat migration to the latest 64-bit version and upgrades to the 64-bit version of the compilers (e.g., java, ada) and their associated BCS-F applications. The technology refreshment will also address HW and SW parts obsolescence and material shortages. The two capabilities include the ingestion and processing of a new FAA data feed which will provide Automatic Dependent Surveillance Broadcast (ADS-B) data, and the improvement of the BCS-F earth model which currently utilizes an incorrect stereographic plane in its display of Air Defense Sector data. The intended requirements for the processing of ADS-B data are included in Appendix A, and the intended requirements for the Earth Centered Earth Fixed (ECEF) model are included in Appendix B. The intended requirements for the technology refresh are included in Appendix C. All of these efforts are anticipated to be awarded concurrently for development in a single release to the Air Defense Sectors. In addition to the award of the ADS-B and earth model efforts, the Program Office inherently assumes the Contractor would complete the necessary hardware, software, and interface upgrades to ensure proper processing and display of new data which are capable of meeting the system's current processing and availability thresholds. The Program Office mainly intends to perform the technology refresh and develop add-on capabilities to the existing BCS-F baseline but it is also willing to entertain different approaches that offer or can add these capabilities on a modern open system interfaces Tactical C2 platform.
