Proformance Work Statement T-38 HYDRAULIC FILTER IMPROVEMENT PROGRAM SOURCES SOUGHT SYNOPSIS: Notice Type: Sources Sought Synopsis: 1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. 1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code 541330 Engineering Services which has a corresponding Size standard of $38.5M. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a) Service-Disabled Veteran­ Owned, HUBZone, and Women-Owned small business concerns. The Government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar products offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 2. Program Details: T-38 Systems Program Office (SPO) is tasked with sustainment of the T-38 trainer aircraft. Background: The current hydraulic filter elements on the T-38 are made from fiberglass, and were qualified to MIL-F-5504 during the original aircraft design. Fiberglass and cellulose filter elements have been shown to pass particulate contamination downstream of the filter during normal flight operations (pressure and flow fluctuations). Particulate contamination in hydraulic fluid results in premature hydraulic Line Replaceable Unit (LRU) replacement due to leaks, improper function, etc. Improved filtration technology uses metal media fiber filter elements that are more robust to pressure and flow fluctuations commonly seen in aerospace applications. Metal media fiber filter elements remove more particulates from the hydraulic fluid while not allowing particulate contamination to pass downstream during pressure and flow fluctuations, which causes wear to the LRUs resulting in premature replacement. Implementing improved hydraulic fluid filter elements in the T-38 will result in improved aircraft performance (More responsive to commanded positions) of those systems powered by the hydraulic systems, reduce the frequency of filter element replacement, extend the Mean Time Between Failure of hydraulic system LRUs (pumps, actuators, servo valves, etc.), and reduce the number of maintenance man hours required for hydraulic system maintenance. Scope: The purpose of this task is to provide engineering services in support of the T-38 System Program Office (SPO). The T-38 SPO requires an evaluation the hydraulic fluid contamination level of the current system, determine if improved filter technology will reduce the contamination level of the current system, and determine the cost and maintenance man hour savings of operating the T-38 with reduced hydraulic fluid contamination levels. 3. The Government requests interested parties to submit a brief statement of current capability to provide the T-38 Filter Testing. Please limit your submissions to responses to these questions. 1. Have you sold the items the Government states they are interested in above, or very similar items to commercial entities? If so please give some examples of commercial customers. 2. What is your company name, CAGE code, and DUNS number? 3. Would you be supplying as a prime or a sub-contractor? 4. Who is your point of contact and what is their email address and telephone number? 5. What NAICS code do you suggest for this acquisition? 6. Is your company a small business for this NAICS Code? If your company is a small business, is it also a women owned business, small disadvantaged business, 8a business, HUB Zone business, service disabled veteran owned business, etc. 7. If you are a small business, would your company provide products of its own manufacture or would it provide products manufactured by another small business. 8. Can you provide this service through GSA advantage? 9. What is the lead time of the service? 10. How is it capable of providing exactly same support? 11. Discusses any concerns you may have with our requirement or how you would be able to provide the service. 12. Are there other NAICS codes which are more appropriate which you could suggest (541990, 336413, etc.)?
