Online Legislative Subscription OFFICE OF PERSONNEL MANAGEMENT CONGRESSIONAL AND LEGISLATIVE AFFAIRS Online Legislative Subscription - Sources Sought Notice OPM-10-16-I-0001 Purpose and Objective: The U. S. Office of Personnel Management (OPM), Congressional, Legislative, and Intergovernmental Affairs (CLIA) is seeking to determine through this Sources Sought Notice businesses that are capable of providing an commercial product / annual online subscription for legislative tracking, database and analysis tool through the web that offers the following content, tools, and features. The online subscription shall offer, but is not limited to, the following: 1.) Provides full text of Congressional Committee and floor amendments. 2.) Summarizes background information on bills, provides detailed synopsis of every bill in front of Congress, provides chamber floor debate information, and prospects for the passage of bills. 3.) Finds differences in language between any two bill text documents; view results in a side-by-side report showing portions that changed. 4.) Allows full access to searchable text of all bill versions and the links to a PDF from the Government Printing Office website. 5.) Tracks the status of bills as they move through the legislative process. 6.) Provides updates on the status of the Federal budget, continuing resolutions and the dates of budgets passed by Congress. 7.) Provides comprehensive coverage of every open Congressional committee and subcommittee markup. 8.) Provides daily updates regarding proceedings and debates of the House and Senate. 9.) Provides full text of every committee report searchable by keyword and bill number. 10.) Provides detailed synopsis of all legislation; links to all related news, analysis, and source material prepared by the Congressional Research Service (CRS). 11.) Provides CRS reports given to Members of Congress and their staff; provide expert analysis of each stage of the legislative process. 12.) Tracks and provides advance notice to hearings and meetings that they can/should attend. 13.) Provides daily and weekly updates on congressional activity. 14.) Provides up-to-date information on Healthcare reform. 15.) Provides current member profiles; to include detailed information about every Member of Congress' state, district, voting and electoral history, committee assignment, legislative priorities, and news. 16.) Maintains a current directory of members and their staff with the option to create mailings from the directory. 17.) Provides up to the minute information on healthcare reform, including information status of Healthcare Exchange implementation actions for each of the 50 States and the District of Columbia. 18.) Provides the ability to send email updates of new developments in selected issue areas. -- In support of its mission, CLIA needs to acquire a contractor to provide an annual online subscription service for legislative database, tracking and analysis services for a period of three (3) years (base year and 2 one-year option periods). This requirement will allow web access to the online subscription for up 20 licensed users. All work shall be conducted at Contractor's facility. This requirement only requires online access to specific databases and online tools. The following resources are not required to be offered, but if the companies can show they have similar products that can be offered by the online subscription. These would be beneficial (optional) to CLIA: 1.) Tracks legislation in all 50 States and the District of Columbia, including text of legislation as well as alerts and reports that can be customized by issue area. 2.) Tracks regulations in all 50 States and the District of Columbia, including text of regulations as well as alerts and reports on State regulations that can be customized by issue area. 3.) Provides State news reports on State legislation and regulations. Background: The U. S. Office of Personnel Management (OPM), Congressional, Legislative, and Intergovernmental Affairs (CLIA) advocates for the legislative and policy priorities of the Director and the Administration. CLIA is the focal point for all congressional, legislative, and intergovernmental activities for OPM. CLIA educates, responds to, interacts with, and advises Congress and State, local, and tribal officials on Federal human resources management policy. CLIA also counsels and advises the Director and other OPM officials on policy, and congressional and legislative matters. Capability Statement / Information Sought: Interested businesses are encouraged to respond to this notice. However, be advised that generic capability statements are not sufficient for effective evaluation of the respondents' ability to perform the specific work as required. Responses must directly demonstrate the company's experience and/or ability to satisfy the minimum requirements listed above. Instructions for Responding to this Source Sought Notice Responses to this notice shall include a cover letter/sheet with the Statement of Qualifications/Capabilities Statement package. The cover letter shall, at a minimum, include the following information: 1. Response to Sources Sought Notice OPM 10-16-I-0001 2. Vendor's Company Name, Address, Contact Person Information; 3. Vendor's DUNS Number/CAGE Code; and 4. Business Size and Size Standard / Classification relative to North American Industry Classification System (NAICS) code of 511120. OPM requests that the capability statement, which is the response to questions below, not exceed ten (10) single spaced pages. Interested parties shall address the following when responding: 1. Company History, including past and present 2. Describe your company's understanding of OPM's requirement. 3. Describe your company's ability to meet or exceed OPM's requirements listed in the Purpose and Objective of this notification. 4. Describe any other services you would offer at what potential price(s) for product; in terms of Firm Fixed Price Purchase Order for an online legislative subscription product. Any information submitted in response to this sources sought notice is strictly voluntary. This sources sought notice is for information planning purposes and the Government will not pay or otherwise reimburse respondents for information submitted. It is the responsibility of potential offerors to monitor this site for the release of any follow-on information. All documentation shall become the property of the Government.
