- THIS IS A PRESOLICITATION / NOTICE OF INTENT TO SOLICIT FOR THE FOLLOWING REQUIREMENT Title: Development of an Ebola Training, Simulation and Quarantine Center (TSQC) Synopsis: The Department of Health and Human Services (HHS), Assistant Secretary for Preparedness and Response (ASPR), Hospital Preparedness Program (HPP) and the Office of Acquisitions Management, Contracts & Grants (AMCG) seek to enter into a partnership that will support the development of an advanced Training, Simulation and Quarantine Center (TSQC). This requirement will support the completion of the TSQC with the equipment needed to help prepare the Nation for an outbreak of Ebola or other highly infectious disease (hereafter referred to as "Ebola"). Completion of the TSQC will provide the US Government (USG) with three critical capabilities. These are: (1) The capability to provide interdisciplinary hands on training the integration of public health and medical response to Federal, State and Local Officials, with the Federal Government receiving priority access to the training facility for Federal response teams, such as the Public Health Service and the National Disaster Medical System; (2) The capability to provide state of the art simulated clinical and virtual reality training to health care practitioners so that they will be able to provide seamless continuity of care from initial identification of a person potentially infected with Ebola, through quarantine, isolation, treatment, to ultimate outcome; and (3) The capability to quarantine and monitor up to twenty (20) individuals identified by the USG for monitoring during potential or actual outbreaks. The complexity of this task may require up to two Contractors that have safely and successfully evaluated and provided definitive treatment to patients with Ebola in the United States. Additionally, this partnership will require the Contractor(s) to pay all design and construction costs while funding from ASPR/HPP will support minor and major alterations and renovations (A&R); the purchasing and installation of equipment; and potential long-term annual maintenance costs. The work performed at this TSQC will be coordinated and integrated with programs from other USG agencies during an emergency. The Government intends to have a full & open competition for this requirement in the form of an RFP. This synopsis is not the RFP. The RFP itself is anticipated to be posted on or about TBD. The Government expects to make 1 or more awards, subject to the availability of funds. The due dates for proposals will be specified in the RFP itself.
