Description
THIS IS A SMALL BUSINESS SOURCES SOUGHT NOTICE ONLY The Government is seeking qualified small business concerns and seeks to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUB Zone, service-disabled, veteran-owned, 8(a), woman-owned small businesses, or small disadvantaged businesses; and (3) size classification relative to the North American Industry Classification System (NAICS) code 611430. The small business size standard is $11M. Your response to the information requested will assist the Government in determining the appropriate acquisition strategy, including whether a small business set-aside is a possibility. This Sources Sought Notice (SSN) is not a Request for Proposal (RFP) and does not constitute a commitment by the United States Government (USG). The USG is currently conducting market research in accordance with Federal Acquisition Regulation, Part 10, to identify potential small business sources to fulfill the requirement and gather information on current capabilities within the market. All information submitted in response to this sources sought notice is voluntary and the USG will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the USG. Proprietary information submitted should be marked appropriately. All submitted information shall remain with the USG and will not be returned. The Department of Health & Human Services (HHS) has a potential future requirement to enter into a partnership that will support the development of an advanced Training, Simulation and Quarantine Center (TSQC). The USG will support the completion of the TSQC with the equipment needed to help prepare the Nation for an outbreak of Ebola or other highly infectious disease. Completion of the TSQC will provide the US Government (USG) with three critical capabilities. These are: (1) The capability to provide interdisciplinary hands on training the integration of public health and medical response to Federal, State and Local Officials, with the Federal Government receiving priority access to the training facility for Federal response teams, such as the Public Health Service and the National Disaster Medical System; (2) The capability to provide state of the art simulated clinical and virtual reality training to health care practitioners so that they will be able to provide seamless continuity of care from initial identification of a person potentially infected with Ebola, through quarantine, isolation, treatment, to ultimate outcome; and (3) The capability to quarantine and monitor up to twenty (20) individuals identified by the USG for monitoring during potential or actual outbreaks. Anticipated minimum Mandatory Eligibility Criteria for this acquisition will be similar to the following: 1. You must be able to demonstrate that you have safely and successfully evaluated and provided definitive treatment to patients with Ebola in the U.S. 2. Be able to demonstrate that you currently possesses or are able to acquire and construct the space needed for the TSQC facility, using your own funding. 3. Provide evidence of your willingness and ability to pay for all necessary TSQC construction costs. 4. Provide a written commitment to the USG that provides Federal employees and their designated agent's priority access to the TSQC training courses. 5. Provide a written commitment to the USG that allows the Federal Government to direct the TSQC to receive and quarantine any person the Federal Government identifies as has having been exposed to Ebola or other special pathogen It is requested that respondents to this sources sought notice identify their interest by submitting the following information: 1. Evidence of your ability to meet the Critical Capabilities identified above. 2. Evidence of your ability to meet the anticipated minimum Mandatory Criteria identified above. Respondents to this sources sought notice may identify their interest by submitting a capability statement, including primary contact information at the organization (name, email, address and telephone number) handling this sources sought notice, in the event HHS has additional questions or requires clarification of the submitted information. Responses are limited to 10 pages including appendices and attachments. All respondents and comments to this sources sought notice shall reference HHS-OEM-SS-TSQC - Development of an Ebola Training, Simulation and Quarantine Center (TSQC).
