Description

This is a pre-solicitation synopsis of a requirement for the F-16 System Program Office (SPO) to update the Digital Engine Start System Controller (DESSC) Software produced by UTC Aerospace Systems (UTAS), (P/N 765429B). This software is proprietary to UTAS and requires an update to ensure compatibility of the software with both 32-bit and 64-bit operating systems. The software setup routine also needs to be updated to include self-loading capability. These updates to the software will be delivered under a quantity of one complete upgrade to the software that incorporates the required changes. The applicable Product Code is 1680. The applicable NAICS Code is 334511. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source, UTC Aerospace Systems, under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. Submissions from interested parties will be considered by the agency. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any potential respondents that wish to express interest in the requirement must identify whether they are a large business, small disadvantaged business, 8(a) concern, etc. and specify if they are a U.S. or foreign-owned entity. As this requirement is anticipated to be awarded under sole-source authority, foreign-owned participation at the prime contract level will not be permitted. It is anticipated that award of the contract will be completed no later than 30 September 2016, with delivery of the software updates scheduled no later than one year after the date of contract award.
