- This is a sources sought synopsis only. This is not a request for proposals or qualifications. This notice does not represent a commitment by the government to issue a solicitation or award a contract. This is a market research tool being utilized to determine the availability and adequacy of potential sources prior to issuing a request for qualifications. The Government is not obligated to and will not pay for information received as a result of this announcement. Requests for a solicitation will not receive a response. The General Services Administration (GSA) is constructing a Memorial to Dwight D. Eisenhower, the 34 th President of the United States, in Washington DC. The four acre project site is located one block from the National Mall. The memorial site will include a building with a two-stop platform lift. SIZE IS THE CRITICAL ELEMENT. The platform lift must have the following characteristics: •1. Type: Holeless, beside-the-car, roped hydraulic, single cylinder. •2. Rated Load: 1400 lb (635 kg). •3. Rated Speed: 30 fpm (0.15 m/s). •4. Operation System: Single automatic. •5. Auxiliary Operations: •a. Battery-powered lowering. •6. Minimum Pit: 12 inches. •7. Pump Units: Positive-displacement type with a maximum of 10 percent variation between no load and full load and with minimum pulsations. •8. Pump shall be submersible type with submersible squirrel-cage induction motor, and shall be suspended inside oil tank from vibration isolation mounts. •9. Motor shall have variable-voltage, variable-frequency control. •10. Car Enclosures: •a. Inside Width: 48 inches (1220 mm) from side wall to side wall. •b. Inside Depth: 60 inches (1524 mm) from back wall to front wall (return panels). •c. Inside Height: 80 inches (2032 mm) to underside of ceiling. •d. Control Panel: Satin stainless steel, No. 4 finish. •e. Car Fixtures: Satin stainless steel, No. 4 finish. •f. Wall Panels: Plastic laminate. •g. Reveals: Enameled steel. •h. Door Faces (Interior): Enameled steel. •i. Door Sills: Aluminum, mill finish. •j. Ceiling: Luminous ceiling. •k. Handrails: 1-1/2 inches (38 mm) round satin stainless steel, No. 4 finish, at side of car. •l. Floor Finish: Manufacturer's standard aluminum or stainless steel diamond plate. •11. Hoistway Entrances: •a. Width: 36 inches (914 mm). •b. Height: 80 inches (2032 mm). •c. Type: Swing. •d. Frames: Enameled steel. •e. Doors: Enameled steel. f. Sills: Aluminum, mill finish •f. •12. Comply with the following: •a. American National Standards Institute (ANSI) B-29.2 - Chain Standards for Inverted Tooth (Silent) Chains and Sprockets. •b. American Society of Mechanical Engineers (ASME) A17.1 - Safety Code for Elevators and Escalators. •c. American Society of Mechanical Engineers (ASME) A18.1 - Safety Standard for Platform and Stairway Chair Lifts. •d. U.S. Architectural & Transportation Barriers Compliance Board's "Americans with Disabilities Act (ADA), Accessibility Guidelines for Buildings and Facilities (ADAAG)". •e. ICC/ANSI A117.1 - Accessible and Usable Buildings and Facilities. •f. NFPA 70 - National Electric Code. •13. Seismic Performance: Lift system shall withstand the effects of earthquake motions determined according to ASCE/SEI 7 and shall comply with lift safety requirements for seismic risk Zone 2 or greater in ASME A17.1/CSA B44. •a. The term "withstand" means "the system will remain in place without separation of any parts when subjected to the seismic forces specified." •b. Affected peak velocity acceleration (Av) for Project's location is greater than or equal to 0.20 (seismic risk Zones 3 and 4). •c. Provide earthquake equipment required by ASME A17.1/CSA B44. •d. Lift Component Importance Factor: 1.0. GSA is anticipating awarding a best value, firm fixed price contract for the construction of the entire memorial. The platform lift is a specified item included within the overall project scope, and is not a stand-alone procurement. The Government will review each response and will use the information it receives in response to this advertisement as a basis for determining whether there exists reasonable expectation of obtaining a sufficient number of offers that are competitive in terms of market prices, quality, and delivery. A determination not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. All information furnished to the Government in response to this notice will be used for review purposes only. This market research is being conducted under North American Industrial Classification System (NAICS) code 333921 - [ Elevator and Moving Stairway Manufacturing]. The small business size standard for this NAICS code is 1,000 in number of employees. If you are an interested firm, please provide a Written Letter of Interest, company brochure or literature (if available), and a specification sheet or product brochure that confirms the platform lift meets or exceeds all the characteristics listed in this synopsis SPECIFICALLY THE SIZE. All information submitted is subject to verification. Additional information may be requested to substantiate responses. The Written Letter of Interest must contain the following elements, at a minimum: 1. Name and address of company (inclusive of phone and fax numbers); 2. Name of Individual within the company who will be the contact person, if the Government requires additional information; 3. Tax Identification Number, Dun & Bradstreet No.; 4.
