Description
The former Kansas Army Ammunition Plant (KSAAP) is located in Labette County, Kansas, approximately 20 miles north of the Oklahoma state line and 30 miles west of the Missouri state line, near the town of Parsons (Figure 1). The 1200 Area (formerly the Casing Rework Area) refers to approximately 49 acres in the south-central portion of KSAAP (Figure 2). Chromium contamination at the site resulted from casing rework of 105-millimeter (mm) cartridges, which started in Building 1206 in 1953. Part of this rework process involved cleaning the casings with a chromic acid solution, the first such reported use of this chemical in the 1200 Area. At present, the site is mostly grasslands, with five brick and block buildings, a system of engineered drainage ditches and a settling pond at the southeastern end of the site (Pond #1). Two earthen-type, unlined lagoons (SSL and NSL) located within the 1200 Area (Figure 2) were used for settling and storage of wastewater containing chromic acid solution generated from casing reworking. Discovery of the former settling lagoons, which were filled in and abandoned after casing rework operations ceased, occurred during implementation of the Soils Corrective Measures, after the 2004 Resource Conservation and Recovery Act (RCRA) Facility Assessment and 2005 RCRA Facility Investigation. Wastewater was reportedly discharged directly into the SSL without treatment. Water from the SSL apparently did not drain off-site, but instead either evaporated or was allowed to infiltrate into the ground. Detergent used in the casing rework process was discharged to a ditch that conveyed the untreated waste between the two lagoons to a point where it entered a drainage ditch on the west side of the lagoons. The rinse water was conveyed via ditch to the NSL, then treated with sodium metabisulfite prior to entry into a 30-minute retention pond, and finally treated with lime prior to discharge into a ditch on the west side of the lagoons. The drainage ditch west of the lagoons conveyed the detergent and treated rinse water to Pond #3 located to the southwest of the 1200 Area. Starting in November 2011, the USACE began the Corrective Measures Implementation (CMI), which consisted of investigation trenches and subsequent excavation of 100 by 250 feet of SSL material down to the top of the weathered limestone. The depth of excavation ranged from approximately 5 to 6 feet below ground surface (bgs). The investigation trenches were along the northern and central drainage ditches; within the NSL; and along the eastern, southern, and western boundaries of the SSL. Investigation along the effluent ditch trenches were performed to weathered limestone (1.5 feet bgs to the west, 4 to 6 feet bgs to the east) and indicated no exceedances of the soil clean-up standard for hexavalent chromium. The trench in the NSL was very shallow (1 to 1.5 feet bgs) due to the presence of limestone bedrock. No additional analysis of soils was performed in this area during CMI activities because no anomalies were visually observed. In the SSL trenches, hexavalent chromium concentrations exceeded the soil clean-up standard to bedrock. Cleanup Criteria - The 1200 Area soil clean-up criteria for non-residential use are presented in the Final Corrective Measures Decision (CMD) (EPA, 2006). Hexavalent chromium is expected to be the only contaminant exceeding the clean-up criteria at the 1200 Area. There are no clean-up criteria for bedrock at the former KSAAP; however, a screening standard has been developed to verify removal of the most highly contaminated bedrock. The bedrock excavation areas shall only be sampled for hexavalent chromium with a screening standard of < to be determined > mg/kg. The actual solicitation will be issued on or about 23 September 2016. This solicitation will be set aside for eligible small business concerns registered under NAICS 562910 - Environmental Remediation Services (ERS). The subsequent contract will be awarded as a construction contract. The magnitude of this construction contract is estimated between $5,000,000 and $10,000,000. Proposal Evaluation: The Government is utilizing the procedures in FAR 15.3 "Source Selection" under competitive negotiated proceedings to select the proposals that represent the best value to the Government. The trade-off process inherent in best value source selection allows the government to consider award to other than the lowest priced offeror or other than the highest technically rated offeror, per FAR 15.101. Consequently, all evaluation factors that may affect the contract award and their relative importance will be clearly stated in the solicitation.
