Description

The Department of the Navy, Naval Facilities Engineering Command (NAVFAC), Public Works Department (PWD), Annapolis Maryland, intends to issue a Request for Proposal (RFP) for an Indefinite Delivery Indefinite Quantity (IDIQ) Firm-Fixed Price contract. The requirement is for roads and pavement; construction, maintenance and repairs. This requirement is located at the United States Naval Academy and Naval Support Activity, Annapolis, MD, but may include work at the Chesapeake Beach Detachment of Naval Research Laboratory (NRL), Navy and Marine Corps Reserve Centers in Baltimore, MD, and the former Naval Academy Dairy Farm in Crownsville, MD. THIS IS NOT A REQUEST FOR PROPOSAL. The RFP will be issued under N40080-16-D-0505 and is expected to be posted on the Navy Electronic Commerce Online (NECO) at http://www.neco.navy.mil in the end of July 2016. This procurement is to be a 100% for competition 8(a) SMALL DISADVANTAGE BUSINESS. The Government will only accept offers from 8(a) Small Business Concerns located only in the Maryland, Washington, DC, and Virginia area. The solicitation will be conducted, and award made, using the Lowest Price Technically Acceptable (LPTA) method, which considers price and non-price factors to determine the lowest price technically acceptable to the Government. The Government intends to award an Indefinite Delivery Indefinite Quantity (IDIQ), firm-fixed price (FFP) contract, with one (1) base year and four (4) option years, if exercised by the Government. The North American Industry Classification Standard (NAICS) Code is 238990; the specialty trade for work performed includes new work, additions, alterations, maintenance, and repairs. In accordance with FAR 36.204, the construction magnitude of this project is between $5,000,000.00 and $10,000,000.00. Project Description: Construction services will include maintenance, repair, and construction of site facilities including, but not limited to, roads, pavements, pavement striping, sidewalks, curbs, and gutters, drainage systems, bollards, environmental controls. The Government intends to post all notices/amendments related to this solicitation on the Navy Electronic Commerce Online (NECO) at http://www.neco.navy and the Federal Business Opportunities at http://www.fbo.gov. All interested parties must be registered in the NECO or FBO websites in order to obtain the solicitation documents and all information regarding the solicitation. HARD COPIES OF THE SOLICITATION WILL NOT BE PROVIDED. It is the responsibility of the Offeror to check the website daily for any updates/amendment. Prospective Offerors will have access to the solicitation at the FBO website by searching for solicitation number N4008016D0505 (no hyphens). Offerors are encouraged to check the FBO website frequently in order to be notified of any changes to this solicitation. All Offerors must be registered in the System for Award Management (SAM) website at http://www.sam.gov as prescribed in FAR Clause 52.232-33, to be considered for contract award.
