- The Consumer Product Safety Commission (CPSC) announces its intention to negotiate and issue a sole source award for a portable Fourier-transform Infrared (FTIR) spectometer capable of detecting phalates at the restricted limit of 0.1%. CPSC currently has 2 portable ACTUS 4500a FTIR models which are in use. This is the only known product which meets all Government requirements. CPSC requires an additional FTIR spectrometer that includes specifications as follows: Spectral range from 650 to 4000 cm-1, at minimum; Wavenumber resolution of 4 cm-1, or better; Detection limit of 0.1% or better for measuring phthalates in a variety of plastic matrices; Capable of running off battery power and external power supply, with operation on battery alone of not less than 2 continuous hours; Rechargeable battery, with standard North American AC power cable at 15 or 20 A and 125 V; all system components necessary for field operation must total 15 lbs. or less; Exportable data to Windows PC operating system or portable media such as flash drive or SD card; Minimum of one year warranty, including parts, labor and travel; Firmware and software updates for life of instrument; Instrument must be new and a model in current production. CPSC intends to negotiate this requirement under the authority of FAR 13.106-1(b)(1). The sole source procurement will be awarded as a simplified acquisition in accordance with FAR Part 12 & FAR Subpart 13 procedures. Interested persons may identify their interest and submit a capability statement demonstrating their abilities to meet this requirement. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within five (5) business days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed procurement based upon responses to this notice is solely within the discretion of the Government. Any quotation/response must be in writing and can be sent via email to the Contract Specialist at csterba@cpsc.gov by 2pm Eastern Time July 21, 2016. No phone calls will be accepted.
