- CDCS Rules of Behavior IT Rules of Behavior Statment of Work RFI Instructions This is a Request for Information (RFI) only and does not constitute a commitment, implied or otherwise, that the Department of Justice (DOJ) will take procurement action in this matter on behalf of Debt Collection Management Staff (DCM). Further, neither DOJ nor the Government will be responsible for any cost incurred in furnishing this information. DOJ recognizes the interest by credit reporting agencies and other appropriate organizations in the acquisition of DOJ Credit Reporting Services. While DOJ's priority is obtaining credit information on individuals and companies, because of the quality, quantity, and response time of this service and the need for the company's system to communicate with DOJ/DCM's Consolidated Debt Collection System (CDCS), this process requires careful planning and system design prior to program completion, currently scheduled for contract award in December 2016. This RFI is being primarily used to gather market research for an acquisition of automated (individual and batch) credit reporting and monitoring services from a commercial credit bureau or authorized agency to provide the solution and services necessary for CDCS to provide instantaneous accessibility to electronic credit reports and other services in support of debt collection activities at DOJ. These will result in the improvements in debt collection efficiency, effectiveness and potential cost savings. The automated electronic credit reporting and monitoring services will improve DOJ debt collection processes and will provide for better business management decisions as they relate to debt collection and financial litigation activities at the agency. DOJ is interested in identifying whether potential companies are capable of providing DOJ the ability to timely request and receive the necessary credit reports electronically via CDCS. DOJ will use the results of this RFI to determine interest that should lead to selection of a specific company to award a contract for these services.
