- Sources Sought Instructions Sources Sought Synopsis Template: (1) Action Code : SOURCES SOUGHT This is a Sources Sought Notice only. This is not a request for proposal, but a survey to locate potential sources. This Sources Sought does not constitute an Invitation for Bids, Request for Proposals, or a Request for Quotations, and is not to be construed as a commitment by the Government to issue an order or otherwise pay for the information solicited, nor is it a guarantee of a forthcoming solicitation or contract. It is for market research purposes only. Respondents will not be notified of the results of the evaluation. The purpose of this Sources Sought Notice is to gain knowledge of interest, capabilities, and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB), Women-Owned Small Business (WOSB), and Economically Disadvantaged Women-Owned Small Business (EDWOSB). The Government must ensure there is adequate competition among the potential pool of responsible contractors. Small business, Section 8(a), HUBZone, SDVOSB, WOSB, & EDWOSB businesses are highly encouraged to participate. Objective: To find sources that are qualified to meet the supplies/services as listed in section 11B. Note that the specific requirements in section C are subject to change prior to the release of any solicitation. B C.1 Background C.1.i The biotechnology branch of the Sensors and Electron Devices Directorate (SEDD) at the Army Research Lab (ARL) is researching the characterization of biological materials interfacing with non-biological materials. The goal of this research is to understand and control how biofilms form and then be able to control the formation and release of those films. To this end, the Government requires regular and recurring maintenance of a Government owned and operated Environmental Scanning Electron Microscope (ESEM). C.2 Objective C.2.i The Government requests a Service and Repair contract for QUANTA200FEG / D8447 / Environmental Scanning Electron Microscope and 5235XL / D8447.1 Backscatter Electron Detector located at ARL. C.3 Requirement C.3.i The Contractor shall provide factory trained technicians using FEI proprietary parts as this is a unique instrument to FEI. C.3.ii The Contractor shall provide forty-eight (48) hour targeted labor response time for a service request placed. C.3.iii The contractor shall provide labor hours (including travel time and expenses), parts coverage (including all accessories listed on the contract), and replacement FEG tip (for applicable products). These items are covered under the active service contract. C.3.iv The Contractor shall provide regular preventive maintenance visit(s) in order to ensure the ESEM is functioning properly. The contractor shall provide these services every six (6) months or upon repair of other items on the instrument. C.3.v The Contractor shall provide ARL with regular software updates as the original equipment manufacturer (OEM) updates the software they shall provide those updates to the ESEM. C. Responses: All interested parties should notify this office in writing, mail, fax, or e-mail within the posted date. Responses shall include: (I) To what extent each of the specifications can be met. (II) Include your type of business (i.e. commercial, academia), whether your organization is classified as a large or small business based on the $15 Million standard that accompanies NAICS code 541380 If a small business, you must also list any small disadvantaged status you hold [HUBZone, 8(a), Service Disabled Veteran Owned Small Business (SDVOSB), Women Owned Small Business (WOSB), Economically Disadvantaged Women-Owned Small Business (EDWOSB), etc.].
