Description
DESCRIPTION: United States Special Operations Command (USSOCOM) Program Management Counterproliferation (PMCP) is issuing this Sources Sought Notice as a means of conducting market research to identify companies having an interest in, and the technical resources to, support dismounted Counter Radio-Controlled Improvised Explosive Device (C-RCIED) Electronic Warfare (CREW) systems and ancillary equipment. The USSOCOM requirement primarily centers on production and sustainment of electronic countermeasures systems, with minimal research and development only for the purposes of increasing system performance against current and emerging threats. As such, USSOCOM is looking at mature dismounted capabilities only, and does not intend to conduct a grass-roots development of a new dismounted system. The purpose of this Sources Sought is to evaluate the current industry landscape and determine if there are enough interested and qualified sources capable of providing USSOCOM with dismounted Counter Radio Controlled Improvised Explosive Devices (C-RCIED) systems to warrant a competition. All interested parties capable of producing/sustaining mature broadband dismount C-RCIED systems may identify their interest and capability to support this requirement and are encouraged to submit a package. Packages should not exceed 15 pages, and should concentrate on at least the following areas: 1) Discussion of offeror legacy and experience with C-RCIED systems 2) Maturity of existing dismounted products, including on-going and planned development 3) Technical capabilities, system performance, and physical constraints of the system 4) Applicable known or estimated system cost information 5) If applicable, estimated timelines for system availability or development required. 6) Identification of existing users/customers of products where applicable 7) System operational and performance constraints. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all responses received within fifteen (15) days of this sources sought will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement. Responses to this notice shall be submitted electronically to roger.stevens@socom.mil and matthew.sheridan@socom.mil. The subject line shall read "PMCP/RCIED/CREW". Any party responding to this notice shall send clear, factual documentation demonstrating their capabilities to satisfy this requirement. Executable files shall NOT be submitted. All interested parties must be registered in Central Contractor Registration (CCR) and the profile reflects that the offeror is registered with the North American Industry Classification System (NAICS) of 334511for Countermeasure sets (e.g., active countermeasures, jamming equipment) manufacturing. Interested parties must not be on the Excluded Parties List (EPLS) https://www.epls.gov/.
