- Description: (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued. (ii) The solicitation number F3YCEB6096AQ02 is being issued as a request for quotation. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-88. (iv) This acquisition is issued A BRAND NAME IN ACCORDANCE WITH FAR 13.106-1(b)(3). A ll responsible sources may submit a quotation which shall be considered by the agency. The North American Industry Classification System (NAICS) code is 336413 with a size standard not to exceed 1250 $27.5 million (U.S.) (v) Item Description Qty. 0001 Pall Portable Fluid Purifiers NSN: 4330-01-4701-1855QP 4 ea (vi) The government intends to award a firm-fixed price contract for the following: See Attachment 1: Request for Quotation (vii) Salient Characteristics: Removes 100% of free water and over 80% of dissolved water (less than 100ppm dissolved water in hydraulic fluid) Removes 100% of free na detrained gases and up to 80% of dissolved air/gases High Efficiency Particulate Removal Filter: 3-micron absolute filter, β[5(c)≥1000 Operates under vacuum conditions without healing the fluid Full PLC control designed for automatic, unattended operation Automatic controls which safely shut down and protect the system if fluid levels and pressures exceed normal limits Wheels mouted for high mobility Small and lightweight (viii) Place of delivery is Tinker AFB, OK73145 and is FOB destination. (ix) The provision 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. (x) The provision 52.212-2, Evaluation-Commercial Items, applies to this procurement. The government will award a firm-fixed price contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the government. Award shall be based on best value to the government. (xi) The government advises Offerors to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. Offerors are also reminded to complete Offeror Representations and Certifications on-line at www.SAM.gov prior to submitting an offer. (xii) Clause 52.212-4, Contract Terms and Conditions Commercial Items, applies to this acquisition. (xiii) Clause 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition (DEVIATION 2013-O0019) (Jul 2014) and the additional FAR clauses cited in the clause are applicable: 52.219-28, 52.222-3, 19, 21, 26, 35, 36, 37, 50, and 52.232-33. (xiv) Additionaly, the following terms and conditions will be used: 52.204-7, 52.233-3, 52.247-34, 52.252-2, 52.253-1, 252.204-7003, 252.204-7004 AltA, 252.232-7003, 252.232-7006, and 5352.201-9101. (xv) There is no Defense Priorities and Allocations System (DPAS) rating applicable for this procurement. (xvi) All offerors must submit a quote by 12:00 pm Central Standard Time on Thursday, 21 July 2016. Quotes received after that time may not be considered.
