- Under the authority of FAR Part 12-Acquisition of Commercial Items, the 409th Contracting Support Brigade/Theater Contracting Command (409th CSB TCC) intends to issue a solicitation for the acquisition of mattresses, mattress covers and dining tables. The NAICS for this requirement is 337910. 1. GENERAL REQUIREMENTS a. The item offered shall be new, of modern design, from the manufacturer's current production and shall meet the item description above and the requirements specified below. b. During the contract period, the vendor may request approval to substitute the offered model with a different model without additional costs to the Government when production line changes occur. c. OFFERORS SHALL SUBMIT ALL PROPOSAL AND DOCUMENTATION AS OUTLINED IN THE SOLICITATION TO 409TH CONTRACTING NOT LATER THAN SPECIFIED. NO LATE OFFERS SHALL BE CONSIDERED. OFFERORS SHALL SUBMIT A COPY OF THE FOLLOWING ITEMS WITH THEIR OFFER: 1) Detailed technical literature. The literature shall display all relevant data and features required in this specification and questionnaires. One copy shall be provided in English and in German language. 2) Any required data and features not displayed shall be commented in writing by the offeror in an unambiguous way with regard to their existence or non-existence. d. Offerors shall submit all of the specification items with their offer. Failure to submit sufficient information on the applicable appliance specification shall result in a technically unacceptable rating. e. During the contract period, the vendor may request approval to substitute the offered model with a different model without additional costs to the Government when production line changes occur. f. Delivery shall be F.O.B. Destination to the following address: Installation Management Command, Europe Supply Division. ATTN: QA QC Specialist Sembach Kaserne Bldg 141 67681 Sembach, Heuberg, Germany g. The Government is responsible for the unloading of deliveries at the destination as well as responsible for any damages caused during the unloading process. However, any damage which may be incurred by items during the transportation to the delivery location is the responsibility of the contractor. h. The contractor shall coordinate all delivery arrangements with the Point of Contact specified in the award. i. Partial deliveries are permitted; however, the total quantity shall be delivered not later than 90 days after award of a contract. 2. SALIENT CHARACTERISTICS a. MATTRESS, Dbl, Size : 53"W x 80"L x 6"D. (1346mmW x 2032mmL x 152.4mmD) High density lumbar support mattress, Two (2) layers of highly compressed foam. BOTTOM LAYER shall be of a single piece of LH-28 foam (1.5 Density, 28 ILD). UPPER LAYER shall consist of 3 parts: The head and foot of the mattress shall be of a super soft S17S foam (1.5 Density 17 ILD) and the center, lumbar, section shall be of R45 foam (1.8 Density, 45 ILD). Mattress shall at a minimum meet the Federal Flammability Standard FF-4-72 (part 1632) and the foam shall meet at a minimum the Califonia 117 Flammability Standard. Foam thickness of mattress: The Thickness of each of the layers (bottom, And upper layer) is to be 3 ". The foam core has three (3) sections (head, foot and lumbar) and sizes of the sections are to be 20" for the head, 40" for the lumbar and 20" for the foot section. Mattresses must be properly palletized and banded with at least two bands in order to be easily unloaded by b. MATTRESS, SGL 38"W x 80"L x 6"D, (965mmW x 2032mm x 152.4mmD) High density lumbar support mattress, Two (2) layers of highly compressed foam. BOTTOM LAYER shall be of a single piece of LH-28 foam (1.5 Density, 28 ILD). External lining: 100% blue fire-retardant Trevira GS fabric Art."M300IM Diamante", "smocking"woven 210g per m2;elastic in vertical and horizontal direction; anti-allergic, anti-acarus;Interliner/Wadding: 100% fire-retardant "Technoform" polyester wadding, 200-300g per m2 / 15mm thick; 2nd interliner/backing: backing in white 100% polyester fabric, 80-100g per m2 elastic in vertical and horizontal direction, anti-allergic, anti-acarus. Quilting: horizontal ‘strip" quilting every 8cm; Edging ribbon: white edging ribbon, 38 mm high, 65% polyester and 35% cotton, sewed all around; Zipper: white zipper, 65% polyester and 35% cotton with polyester teeth on one headside plus 30cm on each lateral side in order to facilitate the insertion of the mattress; zipper completely inserted by a double seam. Threads: Thread used for quilting " Cottonpol 120IDS". Thread used for sewing the zipper and edging ribbon " Polyester F 1/50". Fire retardment: The complete mattress cover is IAW with the American Federal Standard DOC FF4-72 16 CFR PART 1632. Mattress cover must be designed for repetive washing and drying with minimal shrinkage of material for repeated use. The mattress cover must always be tight fitting, before and after washing and drying. The external lining and backing must be made of elastic fabrics as identified above. d. MATTRESS COVER SGL, 38 ¼" W x 80"L x 6"D, (972mmW x 2032mmL x162mmD. TABLE DINNING Semi-oval extensible table with rapid connecting legs and folding extension ( Rapid fixing operations and no lose screws or parts), in red oak finish. Sizes: Length: 170 cms; Width: 106 cms Height: 75 cms 67" 41.7" 29.5" Extended sizes: Length: 215 cms; Width: 106 cms Height: 75 cms 84.7" 41.7" 29.5" Top and extension: The oval top with 4 radius of about 300 mm (11.81") is made of a 1700 x 1060 x 25 mm (67" x 41.7" x 0.98") multilayer panel, with an embedded rounded and shaped solid ash wood shaft of 26 x 20 mm (1.02" x 0.8") on the whole perimeter and divided in the middle for extension from 6 to 8 persons. The top is fixed on a pair of aluminum guides of 240 x 960 mm (9.45"x37.8") with central opening and Teflon sliding. The two sliding top parts are locked by a mechanism made of an eccentric clip. The extension is a folding one, fixed on a galvanized steel supporting rod, "folded" and stored under the top and laying on a curved supporting metal tube fixed to rails with 4 screws, when the table is not extended. Top and extension are provided with an anti-lift locking system thanks steel pins that groove and tongue either closed or extended and are finished with 0,7 mm thick (0.03") high pressure oak laminate. Base: The top is supported by 4 robust shaped rails made of solid multilayer pine wood finished with varnished open-pore American oak veneer: front and back rail are 880 x 115 x 20 mm ( 34.65" x 4.53" x 0.8"), side rails are 1350 x 115 x 20 mm ( 47.24" x 4.53" x 0.8"). The rails are blended at the 4 corners with a shaped massive wood insert having no jutting edges. Legs: Rapid connecting solid oak wood legs, intersection 63 x 63 mm (0.2" x 0.2") and height 725 mm (28.54"). The legs shall be fixed to the top/base with rapid connectors and manual locking knobs, for easy and fast fixing and removal operations, facilitating also transportation and storage. When stored and not in use the removed legs shall be held under the table top by a special retaining system, in order to have no lose parts. Rapid connectors: Function is to fasten the legs tightly to the top/base in few seconds with no tools needed. Connectors are made of powder coated steel angles fixed to the 4 corners of the base. Once the leg is inserted into the connector it can be fastened manually with the locking knob that is provided with an internal steel press plunger fixed on the screw in order to distribute the lateral pressure on a wide surface of the wooden leg. Fittings: Re-enforcing metal plates 60 x 60 x 2 mm (2.36" x 2.36" x 0.078") on each corner, 1 pair of aluminum guides of 960 mm length (37.8"), central opening with teflon sliding, 12 pins (groove+tongue) of tropicalized steel, 2 cylindrical brassed hinges Ø14 mm (0.55"), 1 extension supporting rod of galvanized iron 800 mm length (31.5") and Ø12 mm (0.47"), right and left eccentric clip of galvanized steel for the locking of the two top parts, 32 galvanized iron screws 4 x 20 mm ( 0.01" x 0.79"), 62 galvanized iron screws 3,5 x 18 mm ( 0.01" x 0.71"), 1 extension rabbet of 520 x 100 x Ø15 mm ( 20.47" x 3.94" x Ø 0.59"), 4 powder coated steel angles for rapid connection of the legs with locking knob, 2 pairs of powder coated iron plates of 80 x 18 x 2 mm ( 3.15" x 0.71" x 0.008), storing system with sliding flasks and locking knobs to store-away legs during transportation and storage. Varnish and glue: solvent varnish + polyurethane foundation + polyurethane matt, vinyl glue (for the wooden parts), epoxy powder coating (for powder coated iron parts). The solid wood used for exposed parts of the item shall be free of discoloration". Packaging: Carton box. 3. QUALITY MANAGEMENT SYSTEM a. The item shall be manufactured within the scope of a valid quality management system according to ISO 9001 which shall be certified by a recognized institute. The offeror shall prove such compliance by submitting a copy of the corresponding certificate with the offer, and shall quote the Certification Registration Number, the expiration date, and the name of the holder of the certificate in the "questionnaire." 4. CERTIFICATION, LISTING a. The Item must have the European Union (EU) conformity (CE) mark and a declaration of conformity in order to be sold in the European Union. b. The appliance must have passed VDE or TUEV, CSA, UL, BEAB certification and the appropriate mark shall be visible on its data plate as proof of having passed a test at one of these institutes. c. The repair manuals shall be in both, English and German language. The repair manual shall comprise parts lists with spare parts numbers, drawings, exploded view drawings and a trouble shooting guide. 5. USER'S INSTRUCTION MANUALS, REPAIR MANUALS a. The contractor shall provide 2 user's instruction manuals in English language and 2 repair manuals preferably in English language with the proposal. b. The repair manual shall comprise parts lists with spare parts numbers, drawings exploded view drawings, and a trouble shooting guide. In case of contract award the offeror shall submit repair manual with the first delivery of appliances in hard copy and CD free of charge for the Government. c. THE NAME OF THE MANUFACTURER AND THE MODEL NUMBER MUST BE IMPRINTED ON THE FRONT PAGE OF ALL MANUALS, AND IT MUST BE THE SAME NAME AND NUMBER AS ENTERED BY THE OFFEROR UNDER "MAKE AND MODEL OFFERED. (REMARK: An imprint, a label or a stamp with the required information will also be sufficient and will be accepted.) 6. REPLACEMENT OF MODELS a. During the contract period the beneficiary of contract may request approval to substitute the offered model with a different model without additional costs to the Government when production line changes occur. 7. COMMERCIAL WARRANTY a. The contractor shall provide a copy of the applicable commercial warranty with each item covered by such a warranty at no additional cost to the Government
