- THIS PROCUREMENT IS SET ASIDE FOR SMALL BUSINESS. IT IS A FIRM FIXED PRICE CONSTRUCTION SOLICITATION. THIS IS A DESIGN-BID-BUILD SOLICITATION. This announcement constitutes a Pre-Solicitation notice (synopsis) in accordance with FAR Subpart 5.2. The U.S. Army Corps of Engineers, Honolulu District hereby announces its intent to issue a solicitation entitled, "FY16 JOTC BUILDING REPLACEMENT, EAST RANGE, SCHOFIELD BARRACKS, OAHU, HAWAII" as described within this announcement. This is the same project that was posted in FBO as a sources sought under W9128A-16-Z-0012. This project will be a small business set-aside, design-bid-build solicitation, utilizing Sealed Bidding procedures prescribed at FAR Part 14. The Government intends to issue a formal solicitation via an Invitation for Bid (IFB) in accordance with FAR Part 14, which will follow this announcement and will take place no sooner than 15 days from the publication of this announcement. Solicitation plans and specifications will be made available for viewing and/or downloading on the Federal Business Opportunities (FedBizOpps) website located at https://www.fbo.gov/ on or about August 1, 2016. It is the bidder's responsibility to check for any posted changes to the solicitation. The North American Industry Classification Code (NAICS) for this requirement is 236220 (Commercial and Institutional Building Construction). The small business size standard for this NAICS code is $36,500,000 average annual revenue. The Government intends to award a firm-fixed price construction contract as a result of this solicitation. Project Description: This project is subject to availability of funds. This is a design-bid-build construction project to replace ten (10) existing training buildings located at East Range, Schofield Barracks. The buildings shall be demolished to the slab and rebuilt. The buildings are approximately 20 feet wide by 40 feet long. Existing separation distances between the five buildings varies between 18'-6" to 27'-9". Demolition shall include removal of existing wood frame buildings with existing metal roofing. The entire structure shall be removed down to existing concrete slab on grade. The existing concrete slab on grade shall be reused. The magnitude of construction is between $1,000,000 and $5,000,000.
