- R16PS01110 - Nutrient Analyzer Combined Synopsis/Solicitation Amendment 0001 - 07/15/2016 - The purpose of this amendment is to revise and clarify the specifications under item (v) of this RFQ and to post the Questions and Answers document. (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) To facilitate electronic quote submissions through FedBizOpps, a request for quote (RFQ No. R16PS01110) is being issued subsequent to this combined solicitation/synopsis. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular number 2005-88. (iv) This requirement is a total small business set-aside. The North American Industry Classification System (NAICS) Code for this acquisition is: 334516, Analytical Laboratory Instrument Manufacturing. The small business size standard for NAICS Code 334516 is 1,000 employees. (v) Line item 0001 - 1 each, Nutrient Analyzer -Capable of analyzing for low level nutrients: 1) Ortho phosphorous with a detection level of 0.001 ppm or lower, 2) Total phosphorous with a detection level of 0.005 ppm or lower (Persulfate digestion method), 3) Ammonia as nitrogen with a detection level of 0.003 ppm or lower, 4) Nitrate/Nitrite as nitrogen with a detection level of 0.005 ppm or lower, 5) Total nitrogen with a detection level of 0.020 ppm or lower (Persulfate digestion method) -Two Complete Channels -Capable of analyzing brackish waters -Autosampler -Associated Software (please include system requirements to run software) -Service agreement shall be available for the item, after the original warranty expires (purchase of any service agreement will be made separately, at a later date and is not a part of this requirement) Item shall be delivered to the location specified on the award. Delivery of item shall be made within 75 calendar days of award to: Bureau of Reclamation, Lower Colorado Regional Warehouse, 500 Fir Street, Boulder City, NV 89005. Line item 0002 - 1 lump sum, Installation/Set-up of Equipment The vendor is responsible for the set-up/installation of the delivered nutrient analyzer. This shall be completed within 75 calendar days of award at Bureau of Reclamation, Lower Colorado Regional Lab, 500 Fir Street, Building 1000, Boulder City, NV 89005. Please contact the Government Technical POC to schedule the set-up/installation of the nutrient analyzer and associated software. Note: Delivery may occur prior to the scheduling/completion of this line. Line item 0003 - 1 lump sum, Training The vendor is responsible for training one (1) Government employee (Government Technical POC) on how to use the nutrient analyzer and associated software. The training shall be completed within 75 calendar days of the award at Bureau of Reclamation, Lower Colorado Regional Lab, 500 Fir Street, Building 1000, Boulder City, NV 89005. Please contact the Government Technical POC to schedule the training. Note: This training may be performed concurrently with the installation/set-up. (vi) The Bureau of Reclamation, Lower Colorado Regional Office, has a requirement to purchase a nutrient analyzer, associated software and set-up, and training for use of the equipment, for the Regional Lab. The Regional Lab performs nutrient analysis for various projects throughout the region and provides support for various projects. The resulting reports are used to make decisions regarding water quality. This instrumentation is necessary to perform these tasks. This instrument will be used to analyze samples for various forms of phosphorous and nitrogen. (vii) An award is anticipated on or about August 8, 2016. All deliveries/performance shall be completed within 75 calendar days after award. Delivery shall be made to: Bureau of Reclamation, Lower Colorado Regional Warehouse, 500 Fir Street, Boulder City, NV 89005. On-site work shall be completed at the Bureau of Reclamation, Lower Colorado Regional Lab, 500 Fir Street, Building 1000, Boulder City, NV 89005. The following clauses and provisions are applicable to this commercial item acquisition: (viii) FAR provision 52.212-1, Instructions to Offerors - Commercial Items (ix) Determination of award will be based on the lowest-priced responsive quote from a responsible offeror.
