- Mission and Installation Contracting Command - Fort Hood, Texas intends to award a firm fixed price contract to provide the following: Specific Task Description. The contractor shall support the USA/11th ASOS with CAS sorties in order to facilitate JTAC mission qualification and currency. All aircraft support will be conducted within the continental United States (CONUS) on or around Ft Hood Texas. Training will consist of operating and maintaining performance of tactically-relevant aircraft for air-to-ground tracking, targeting, and CAS operations, to include associated equipment systems that interface with various platforms and ground force personnel. In addition, the contractor shall provide aircraft including, but not limited, to L-39, or equivalent for use on this task. Dry CAS sorties will simulate permissive and nonpermissive Type 1, Type 2, and Type 3 controls to include day and night dry operations, IAW AP JCAS MOA Joint Terminal Attack Controller (JTAC) (Ground). CAS will simulate multiple delivery profiles to include low angle strafe, high angle strafe, level, loft, pop-up, and dive. During mission accomplishment, contractor will simulate armed escort, armed reconnaissance, and non-traditional intelligence, surveillance, and reconnaissance as briefed and required to support training. This requirement is for 18 hours or flight time. Market Research indicates that at least two small business can provide a quote for this charter service to simulate close air support. Based on the market research results, there is a reasonable expectation that offers will be obtained from at least two responsible small business firms. Pursuant to FAR 19.502-2(a), this will be a Small Business set aside. This is a short notice requirement to provide the services from July 19 to July 21 2016.
