- Description
- The U.S. Army Corps of Engineers, Philadelphia District, intends to negotiate on a Sole Source basis with Maryland Environmental Services (MES) and a qualified bottled water distribution and delivery service, Eastern Shore Coffee and Water (ESCW). Services will include delivery of a quantity of potable water, based on the estimated water use of one gallon per day per resident per home, subject to adjustment as necessary pending District approval. The bottled water options include either a 5-gallon bottle or a case of six 1-gallon bottles. Delivery frequency will be bi-weekly to the MES-approved 240 designated addresses in the service area which includes Bay View Estates, West View Shores, Sunset Pointe, and approved homes along Pond Neck Road. The District will not be responsible for payment of delivery to addresses not included on the approved list. MES and ESCW shall be the primary contact for customer service and delivery concerns, and shall track the quantity of water that is distributed and provide a unit breakdown and cost per address for District approval and payment on a monthly basis. For planning purposes, the District is scheduled to provide bottled water delivery for a 21 month period, from 1 August 2016 to 30 April 2018. Contracting with MES will allow the District to take advantage of lessons learned by MES in the first few weeks of water delivery. This process will also avoid potential lapses in service to residents. Such lapses could have medical and safety impacts for residents due to contaminants (such as manganese) documented to be present in well water in the affected communities. MES and ESCW currently provide monthly usage reports for each residential customer. These reports will continue without interruption, providing a seamless transition as the District takes responsibility for providing water deliveries. Based on this information, it is imperative that this work be completed by MES. This notice of intent is NOT a Request for Competitive Proposals. No contract award will be made on the basis of this notice. This notice does not constitute a solicitation document. Requests for such documents will not be considered. However, all information received within three (3) days after date of publication of this notice will be considered SOLELY for the purpose of determining whether to conduct a competitive procurement in the future. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for information received. The NAICS Code is 424410 with a Size Standard of 250 Employees.
