- On or about 1 August 2016, this office will issue Invitations for Bid for construction of the Fort Randall Exterior Station Service Switchgear. The solicitation will close on or about 1 September 2016. This solicitation is Restricted to SMALL BUSINESSES A site visit date and time will be issued with the advertisement package. DO NOT submit requests for plans and specifications to the site visit personnel listed above. See ‘Obtaining Solicitation Documents' below. _______________________________________________________________________________ Project Description: (Approx. quantities) The proposed plans and specifications for this job shall cover the work necessary by the contractor for procuring and delivering to site the Exterior Station Service Switchgear for the Fort Randall Switchyard. Also includes installation, commissioning, testing, and preparing for operation the exterior station service switchgear. Will also conduct equipment model validation tests and prepare test reports suitable for use by the Corps. Specifically, the work required will be the following: 1) Provide new 13.8 kV metal-clad switchgear rated for outdoor use. The new switchgear will include new vacuum circuit breakers. Replacement switchgear will be modern design and required to be an off-the-shelf item. 2) Provide new instrument transformers for metering and relaying. No new protective schemes will be included in the design. 3) The existing power feeders/cables, control power, annunciation, protection, and control cables will be reused to the fullest extent practicable. 4) Provide new bus, disconnect (for 303), terminations, and hardware for reconnection. 5) Provide one (1) new 500 kVA, 13.8 kV three phase voltage regulator, rated for outdoor use. 6) Provide a remote-racking device. 7) Provide spare parts for the new breakers. _______________________________________________________________________________ The Contractor will be required to commence work within 10 days after notice to proceed and complete the work 365 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. Bonding documents including the power of attorney shall bear an original signature by an officer of the surety. Representations and certifications are required to be updated annually as a minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective until one year from date of submission or update to SAM.
