- Dear SB ERSC MATOC Contractors: Reference is made to your Indefinite Delivery Contracts, Numbers W912QR-12-D-0006 thru W912QR-12- D-0011, Indefinite Delivery/Indefinite Quantity Contracts to Provide Environmental & Restoration Services Contract (ERSC) Services for a Broad Spectrum of Environmental Services for the Louisville District, and all of the US Army Corps of Engineers Mission Boundaries. Only the SB ERSC MATOC contract holders may submit on this project. We request you submit a price proposal for completion of a Site Inspection (SI) in all media at the underground missile magazine area of Former Nike Missile Site C-80/81 (exclusive of the magazines located on the U.S. Army Reserve Center property), as detailed in the scope of work (dated 15 July 2016), drawings, and specifications posted on the Federal Business Opportunities (FBO) website at www.fbo.gov. The documents are available for download on the FBO website only. All vendors must be registered in the SAM database and in FBO. The FBO website is www.fbo.gov. The RFP can be found by logging into the website as a vendor and searching on the solicitation number (W912QR-61878733). The basis for award of this task order is lowest evaluated price (base plus all options). Your proposal should include a price breakdown and/or labor category table demonstrating the use of the binding rates included in your MATOC contract. The submitted price breakdown should include sufficient detail to allow the Government to verify that your proposed price incorporates the binding rates from your base contract. Any level of effort shown in the submitted information will not be used for evaluation purposes and will be used only to ensure that the proposal is in compliance with the binding rates from the base contract. Proposals that fail to submit a price breakdown or fail to use the binding rates from your MATOC will not be considered. Proposals submitted in response to this RFP shall be good for no less than 60 days. Proposals are due no later than 16 August 2016 by 10:00 AM ET. Submit your proposal by email to Justin.K.Bennett@usace.army.mil. Proposals not received by the stated date/time will not be considered. Please acknowledge receipt of this RFP by signing below in the space provided and returning to Justin Bennett via email. Wage Rate Determinations are attached and must be adhered to as part of this proposed task order. All questions regarding this Request for Proposal (RFP) must be submitted via ProjNet. The website to access this system is www.projnet.org and the bidder inquiry key for this specific project is: HC3KR6-2BYU3E. Government responses will be limited to: (a) Notice that an amendment will be issued; (b) Reference to an existing requirement contained in the solicitation; or (c) Notice that a response is not necessary. The ability to enter technical inquiries and questions relating to proposal procedures or bonds will be disabled five (5) days prior to the proposal due date. No Government responses will be entered into the ProjNet system within two (2) days prior to the proposal due date stated in this letter.
