- The National Institutes of Health is seeking to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code of 541611with a size standard of $15.0 in millions for the proposed acquisition to secure support (facilities, equipment, personnel, etc.) to conduct studies on malaria in Cambodia. It will also support training of scientists from Cambodia and scientists from the NIH sponsored Malaria Research and Training Center in Bamako, Mali. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. Background: In 2005, The Laboratory of Malaria and Vector Research (LMVR), Division of Intramural Research (DIR), National Institute of Allergy and Infectious Diseases (NIAID) in partnership with the National Center for Malaria Control, Entomology and Parasitology (CNM) in Phnom Penh, Cambodia established a malaria research initiative. Cambodia has been described as the "epicenter of anti-malarial drug resistance" in Southeast Asia and serves as a unique base to study mechanisms of parasite resistance as well as genetic resistance and acquired immunity to both P. falciparum and P. vivax malaria. LMVR is involved in research on all aspects of malaria and its vectors. This includes studies on pathology and immunology in the human host, studies on malaria prevention and control, studies on the genetics of the malaria parasite, studies on anti-malarial drug resistance, studies on the mosquito vectors of malaria, and how the disease is spread by the diverse mosquito vectors. This work is encompassed in clinical, entomological and laboratory studies based in Cambodia. The clinical studies are conducted in collaboration with CNM at the referral hospitals in Pursat, Preah Vihear and Ratanakiri provinces, as well as insectaries in CNM and in Pursat, and the laboratory studies are conducted as the CNM and laboratories in the provincial referral hospitals. LMVR investigators work closely with Cambodian investigators both in training and execution of the research objectives. The overall goal is to help establish research infrastructure that facilitates research relevant to pathogenesis and control of Malaria in Cambodia. Laboratory based projects/clinical support: Provide two laboratories in Phnom Penh (space provided in the CNM facilities) and one in Pursat (space provided in the Pursat referral hospital) equipped with state-of-the-art equipment and staffed by competent personnel to conduct the following (but not exclusive) projects and clinical study support. Field/Lab based Entomology projects: Provide support for field entomology studies conducted primarily at the CNM/LMVR field stations. In Pursat province we will screen and enroll malaria patients, and will use the blood from the patients and the mosquitoes and determine factors that contribute to the successful transmission of the disease. We aim to identify critical biomarkers linked to infectivity of mosquitoes. There will be additional experiments to test the infectivity to mosquitoes and invasion of red blood cells to determine whether certain red blood cells variants and resistant to infection. Contractor Requirements • Administrative oversight to a) allocate, track and evaluate use of resources, and b) initiate standard operating procedures for problem resolution among project personnel by following approved operating procedures and reporting the initiation of such procedures to LMVR program staff. • Infrastructure and Establishment of Laboratories: provide and maintain a fully equipped laboratory facility in Phnom Penh at the CNM and Pursat referral hospital. • In addition, provide three offices for research staff and a store room for supplies and equipment. Provide computers, printers, high-speed internet and telephone service for program staff. Provide an insectary for the rearing of mosquito vectors of malaria. • Travel Coordination: arrange for visits by foreign scientists to locations within the United States and foreign countries to attend meetings, conferences, planning sessions, and periodic training sessions. Support travel of non-NIH scientists to the LMVR research sites. • Transportation: maintain two 4-wheel drive vehicles as well as provide 2 experienced drivers to provide local transport in Phnom Penh as well as transport to and from field sites and for patient recruitment. • Equipment purchases: as necessary, equipment for the various laboratories and studies may be purchased from vendors in Phnom Penh. Any potential offers should respond with their capability statement by July 25, 2016. Capability statements must reference similar work that has been performed by the offeror and the dollar value of that work. Potential offers must indicate business size in their capability statement.
