- P5CTS/TCTS Spectrum Relocation Also posted in FSC Code "69" The Solicitation Number is changing. Purpose/Description This announcement constitutes a Notice of Contract Action (NOCA) by the Air Force Life Cycle Management Center, Range Systems Branch, Contracting Office (AFLCMC/EBYK), Eglin Air Force Base, Florida. In accordance with FAR 6.302-1(a)(2), the Range Systems Branch (AFLCMC/EBYK) intends to award a sole source Fixed Priced/Cost-Plus-Fixed-Fee/Cost Reimbursement contract for P5 Combat Training System (Air Force)/Tactical Combat Training System (Navy) (P5CTS/TCTS) supplies and services in support of the P5CTS/TCTS upgrades and P5CTS/TCTS Spectrum Relocation Efforts to Cubic Defense Applications (hereafter referred to as CDA), 9333 Balboa Ave, San Diego CA 92123-1515. The contract is envisioned as an Indefinite Delivery, Indefinite Quantity type (IDIQ). The Government anticipates the basic ordering period will be approximately five (5) and a half years after award of contract. This contract is envisioned to provide P5CTS/TCTS the Spectrum Relocation and other P5CTS/TCTS related/emerging requirements. The contractor, as the lead "system integrator" for the P5CTS/TCTS, must: implement changes via seamless integration of the modified capability into the existing Air Force/Navy P5CTS/TCTS and supporting infrastructure and provide all labor and material necessary to ensure the modified P5CTS/TCTS meets or exceeds dynamic/emerging government requirements. These P5CTS/TCTS efforts include but are not limited to the following: non-recurring engineering/design, production, system engineering and technical support/services (SETS), training, data rights, studies/surveys/installations, safety, systems integration, interface control, aircraft interface/compatibility, travel, weapons simulations, on-call and on-site support, corrective actions for adverse trends, special operational engineering, software tools/interfaces/display support and spectrum compliance/control issues, P5CTS/TCTS FMS support, Cybersecurity, cross domain issues, and all aspects of system test. The current synopsis includes future efforts envisioned with potential modifications to ensure the P5CTS/TCTS and supporting infrastructure meet or exceed dynamic emerging Government requirements. CDA has been assessed as the only company capable of providing this service based on responses received from previous synopses and other market research efforts. In accordance with FAR 5.207(c)(16)(ii), all other responsible sources may submit a statement of capability as described, bounded and defined in the synopsis dated11 Sep 2015, which shall be considered by the agency. The capabilities statement should address all the elements defined in the prior sources sought synopsis, and it should also address: (1) why the responding company can perform the work, (2) how the responding company can avoid unacceptable schedule delays (ref prior synopsis for Presidential Mandate schedule requirement), and (3) why the company believes the sole source justification for envisioned award to CDA is no longer applicable. The respondent shall specify in its response whether it is a large business, small business, small disadvantaged business, 8(a) concern, women-owned small business, HUBZone small business, veteran-owned small business or service-disabled veteran-owned small business. The respondent shall also specify whether they are a US or foreign-owned firm. Statements of capability, received within 15 calendar days of the date of this posting, by 1:00 PM (Local Eglin AFB time), will be considered by AFLCMC/EBYK. Information associated with this effort is unclassified. If respondents wish to restrict distribution of Capability Statements, they must be marked appropriately. Interested parties should mark all responses accordingly and review to ensure consideration of operational sensitivities prior to submission. The Government will post responses to questions that are broadly applicable to all potential offerors on the Federal Business Opportunities (FedBizOpps) website. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Ombudsman Pursuant to AFFARS 5352.201-9101, an AFLCMC Ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the Ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the Ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The Ombudsman may refer the interested party to another official who can resolve the concern. Before consulting the Ombudsman, interested parties should first address their concerns, issues, disagreements, and/or recommendations to the Contracting Officer for resolution. Declarations The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This NOCA neither constitutes a Request for Proposal (RFP) or Invitation for Bid (IFB), nor does it restrict the Government to any specific acquisition approach. This NOCA is for information and planning purposes only and is not to be construed as a commitment to a contract by the Government. The Government does not intend to award a contract on the basis of this information or otherwise pay for the information requested except as an allowable cost under an existing contract, if so identified and in accordance with FAR 31.205-18, Bid and Proposal Costs. The Air Force has entered into contracts with Oasis, Qualis Incorporated, Odyssey Systems, Integrated Process Technology (IPT), MacAuley-Brown Inc, DCS Corporation, ALION Science and Technology, Booz-Allen, JACOBS, CGW. These companies support the Air Force program office by performing technical reviews, systems engineering and integration analyses, cost estimation, and other advisory services. Respondents are hereby notified that all responses may be provided to our support contractors for their services to the U.S. Air Force. If the respondent disagrees with the release of its response to any of the aforementioned firms, the respondent must clearly state this restriction in the cover letter accompanying the NOCA response. For each objection, if any, provide the name of the advisor, specify the basis for the objection, and identify the specific portions of the response the respondent objects disclosing to the non-Government advisor. The Government shall not be liable for or suffer any consequential damages for any improperly identified proprietary information. Respondents are responsible for protecting proprietary information at the appropriate classification level. Proprietary information will be safeguarded in accordance with the applicable Government regulations.
