- This notice serves as a combined synopsis/solicitation. The Air Force Lifecycle Management Center (AFLCMC) Rapid Acquisition Cell (RAC) Contracting Office, AFLCMC/PZJ, located at 205 West D Avenue, Building 350, Suite 420, Eglin Air Force Base, FL, 32542, intends to award one (1) sole source contract to Arnold Defense and Electronics, LLC (AD&E), 3000 Arnold Tenbrook Road, Arnold, MO 63010. The contract will be for 20 Launchers, LAU-131A/A 2.75" Rockets. The authority for going sole source is FAR 6.302-5 Authorized or Required By Statute [10 USC 2373]. AD&E is the current and sole manufacturer of all 2.75-inch Rocket Launchers and has specialized tooling, equipment, and subject matter expertise required to manufacture the subject Rocket Launchers. AD&E possesses unique and proprietary hardware and know-how involving the manufacture of the launchers, and is the only source of the unique test equipment required to test the launchers. The facilities, special test equipment, tooling and special production processes (i.e. magneforming) necessary are the proprietary intellectual property of AD&E. In addition, AD&E is the designer, developer, and has patented both the intervalometer and safety switch that are two essential components for the Navy and Air Force's 2.75 inch rocket launcher. This notice of contract action is not a request for competitive proposals; however, all responses received within five (5) days of the issuance of this notice will be considered by the Government. Interested responsible sources may identify their interest and submit a capability statement in response to this notice. In your response, indicate your business size (large, small, small disadvantaged, 8(a), women-owned, HUBZone, veteran-owned, service-disabled veteran-owned) and specify whether the firm is U.S. or foreign-owned. The Government will not be responsible for any costs incurred preparing proposals in response to this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Any responses to this notice of contract action shall be submitted to Samantha Westbrook at samantha.westbrook.2@us.af.mil and Jonathan Esquivel at jonathan.esquivel.2@us.af.mil no later than 19 July 2016, 3:00 PM CST.
