- The Federal Highway Administration (FHWA) intends to award a sole source purchase order to the Larson Institute at Penn State University for conducting friction equipment evaluations to provide improved calibration and harmonization procedures on all friction measurement devices in attendance and to conduct the friction measurement device operators training course. FHWA's currently has a total of 15 friction/texture testing devices: two Continuous Friction Measurement Equipment (CFME) that are self-contained - a U.S. Dynatest Highway Friction Tester (HFT), a British SCRIM, one CFME that is contained in a trailer - Findlay-Irving GripTester, six Dynamic Friction Testers (DFT) and five Circular Texture Meters (CTM). It is imperative that the friction testing industry work towards developing a relationship between all the various types of testing equipment. To serve that purpose, the Larson Institute at Penn State has developed a friction equipment evaluation program. A purchase order, issued under FAR Part 13, is anticipated and the total estimated value is not to exceed $15,000. The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort.
