Description
DELFT3D FM MODELING SF BAY-DELTA: This is a notice of intent for the US Geological Survey Office of Acquisition and Grants, Sacramento, to award a sole source purchase order to Stichting IHE Delft, Delft, Netherlands, for Estuarine Sediment Transport and Hydrodynamic Modeling of the San Francisco Bay using the Delft 3D FM modeling method. Stichting IHE Delft, in coordination with UNESCO-IHE, is the only known contractor with experience in long-term (century scale) morphological modeling of the San Francisco Estuary using the process based, unstructured Delft models. The Delft3D FM (previously D-FLOW-FM) model is unique in that it is the only model that seamlessly links to the DELWAQ water quality and ecological models. The combination of these models are used in predicting long-term geomorphic change in the complicated network of channels that make up the Sacramento/San Joaquin Delta, which is the primary goal of the Coastal and Marine Geology Program tasks. This contractor has been key in the software development and is continually upgrading and refining the software to better meet research demands. This research will build upon and greatly benefit from the more than five years of previous work completed by Stichting IHE Delft, as part of the USGS CASCaDE I and II projects. During this time there has developed a complex geomorphic model for North San Francisco Bay that has already been calibrated and validated against an erosional time period. This research also entails applying a complex new unstructured coupled hydrodynamic/sediment transport/geomorphic Delft3D model (Delft3D FM) with the capability to model the entire Bay-Delta system. This task is computationally too demanding to do without an unstructured model. Stitching IHE Delft has developed a research version of the Delft3D FM software that is not publicly available and is necessary to produce defendable model results. Other interested concerns having the ability to meet the USGS requirement may submit a proposal to the Contracting Officer no later than 08/05/2016 at 1700 EDT.
